Chapman Avenue, Orange, California. 1. ROLLCALL PRESENT ABSENT 3:00 P.M. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of August 10, 1993, at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Authorize the Chairman and Director of Finance to draw warrants on Agency's Fiscal Agent in payment of demands.ACTION: Approved.2.3 Request authorization to approve First-Time Homebuyer Loan and authorize the City Treasurer to prepare a check. CONSENT CALENDAR (Continued) Discussion: Director Coontz asked if there was a policy on the First Time Homebuyer's Loan regarding income or any other qualifications, or is it just first time homebuyer? The Housing Supervisor commented there are income restrictions to participate in the program, the participants cannot have incomes in excess of 120% of the median income of the County. FISCAL IMPACT: Funds are available in Account No. 913-9804- 465701-9104 (First-Time Homebuyer Funds) for CASE #378, $21,500.00. Detail Number 23088 has been assigned to this loan. ORA-0268 A Resolution of the Orange Redevelopment Agency approving the forms of and authorizing the execution of a Supplemental Resolution ofIssuance, Bond Purchase Contract, Notice Inviting Bids,Indenture of Trust and Preliminary Official Statement relating to the issuance of the Agency's Northwest Redevelopment Project Taxable Tax Allocation Refunding Bonds, issue of 1993A and Tax Allocation Refunding Bonds, issue of 1993B, approving certain actions in connection therewith; and appoint Meridian Trust Company of California Trustee of the Refunding Bond Issues 1993A and 1993B being proposed hereunder. ORA-0269 A Resolution of the Orange Redevelopment Agency approving a First Amendment to Disposition and Development Agreement with the Orange Housing Development Corporation (Pixley and Almond; 1515 East Walnut). ORAL PRESENTATIONS - None RECESS The Orange Redevelopment Agency recessed at 4:30 P.M. to Closed Session for the following purposes: a. To give instructions to its negotiator in connection with the purchase, sale, exchange or lease ofreal property pursuant to Government Code Section 54956.8. NOTE: The City Attorney added the following: Negotiations with Shoprop Associates, Conneticut General and Orange Mall Company, real property located south from Heim, east from Canal, west from Tustin and north from Mall of Orange. b. To confer with its attorney regarding potential litigation pursuant to Government Code Section 54956.9(b)(1). c. To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director of Agency Members prior to such recess, unless the motion to recess indicates any other matters will not be considered in Closed Session.
