Chapman Avenue, Orange, California. 1. ROLLCALL PRESENT ABSENT Spurgeon, Barrera, Beyer, Coontz, Murphy None 1.1 APPROVALOF MINUTES Regular Meeting June 8, 1993 MOTION SECOND AYES Murphy Coontz Spurgeon, Barrera, Beyer, Coontz, Murphy ACTION: Approved.2. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of June 22, 1993, at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.REMOVED AND HEARD SEPARATELY)2. 2 Recommend the Board of Directors approve the payments to program participants under Phase I of the Seismic Engineering Report Purchase Program. (RC2500.G.4)FISCAL IMPACT: Funds inthe amount of$100,562.00 to cover payments to approved participants are allocated and available in Account No. 928-9815-465802-9153 (Rehabilitation Grants - Seismic Loan Program).Discussion: The Director of Community Development commented the committee of Directors Beyer and Coontz had requested a special mailing to the remaining property owners who have not initiated their participation in the program. This has been completed. Every effort is being made to ensure that everyone does have an opportunity to participate. The letter identified the sunset date on the program is June 30, 1993, If people had their applications submitted by June 30, 1993 they would have until the end of October to actually complete the process. CONSENT CALENDAR (Continued) The Director of Community Development was directed to track the responses and notify the Agency members. ACTION: Approved. ADMINISTRATIVE REPORTS 5.1 JOINT PUBLIC HEARING, INTERIM 1993/94 FISCAL YEAR BUDGET:Time set for second joint public hearing with the City Council to consider the adoption of an interim 1993/94 Fiscal Year Budget. NOTE: The Agency Board of Directors ordered this to be heard at 7:00 p.m. Session under item 10.1.MOTION SECOND AYES Spurgeon Beyer Spurgeon, Barrera, Beyer, Coontz, Murphy Moved to trail this item to the 7:00 P.M. RECESS The Orange Redevelopment Agency recessed at 4:22 P.M. to Oosed Session for the following purposes: a. To give instructions to its negotiator in connection with the purchase, sale, exchange or lease of real property pursuant to Government Code Section 54956.8. NOTE: The City Attorney added the following: negotiations with John Micuda for property at 11841 Prospect. b. To confer with its attorney regarding potential litigation pursuant to Goverrunent Code Section 54956.9(b)(1). c. To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director or Agency Members prior to such recess, unless the motion to recess indicates any other matters will not be considered in Oosed Session. 7:00 P.M. SESSION 10. PUBLIC HEARINGS 10.1 JOINT PUBLIC HEARING, INTERIM 1993/94 FISCAL YEAR BUDGET: Time set for second joint public hearing with the City Council to consider the adoption of an interim 1993/94 Fiscal Year Budget. See Council Minutes for discussion.) MOTION -Coontz SECOND -Murphy AYES - Spurgeon, Barrera, Beyer, Coontz, Murphy Moved to continue the proposed interim Fiscal Year 1993/94 appropriations to June 29,1993 at 6:00 P.M.. MOTION SECOND AYES Coontz Murphy Spurgeon, Barrera, Beyer, Coontz, Murphy Move d to approve the following a. Seven Year Capital Improvement Program.b. Accept the finding of the Planning Commission that the Seven Year Capital Improvement Program is consistent with the General Plan, except as specifically noted in the Capital Improvement Program.Page 3 ORANGE REDEVELOPMENT AGENCY MINUTES June 22, 1993 10. PUBLIC HEARINGS (Continued) c. Direct that no funds be expended on inconsistent projects prior to amending the General Plan to ensure consistency. d. Appropriate funds for 1993-94 Capital Improvement projects, with the exception of cooperatively funded projects (Fund 550), whose appropriations are contingent upon the execution of a cooperative funding agreement with other agencies.11.
