Chapman Avenue, Orange, California. 3:00 P.M. SESSION 1. CONSENT CALENDAR 2,1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn 1. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting ofJune 8, 1993, at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk 2.2 Request for ratification ofbudget appropriations for Tustin, Southwest and Northwest Project Areas to accommodate costs incurred by the State of California 1992 Budget Act requiring refund of property tax revenues to the County Educational Revenue Allocation Fund, Chapter 700 (SB 844), Statutes of 1992, (R3500. 0A, R3500.0,5, R3500.0,7)FISCAL IMP ACT: Adequate funds are available to accommodate the appropriation funding in Account No. 970-9801-465500- 0000 (Tustin Excess Increment Fund) in the amount of 187,584. 53; Account No, 971-9811-465500-0000 (Southwest Excess Increment Fund) in the amount of$855,051.07; and Account No, 972-9821-465500- 0000 (Northwest Excess Increment Fund) in the amount of $439,798,96 resulting in atotal requirement of$ I,482, 434.56. ORANGE REDEVELOPMENT AGENCY MINUTES June 8, 1993 2.3 Request for budget appropriations for Southwest and Northwest Project Areas to accommodate costs incurred in administering debt service at Bank of America and Union Bank (R3500.0.5, R3500.0.7) FISCAL IMP ACT: Adequate funds are available to accommodate the appropriation funding in Account No. 920-9811-464400-0000 (Southwest Project-1986 Tax-Exempt Bonds) in the amount of$I,280,OO; Account No. 921-9812-464400-0000 (Southwest Set-aside-1986 Tax-Exempt Bonds) in the amount of$320, OO; and authorize the appropriation of $2,400.00 in Account No. 936-9823-464400-0000 (Northwest Project - 1990 Taxable Notes).ACTION: Approved.2.4 Request authorization of an appropriation transfer of funds collected from loan payoffs to First-Time Homebuyer Fund to be used for new loans. (RC2500. G.l.l)FISCAL IMP ACT: Sufficient funds have been collected and, by approval of this appropriation transfer, are available for this purpose,ACTION: Approved,2,5 Request authorization to approve First-Time Homebuyer Loan and authorize the City Treasurer toprepare a check in the amount of$17,800,OO, (RC2500. LEGAL ORANGE REDEVELOPMENT AGENCY MINUTES June 8,1993 9. RECESS The Orange Redevelopment Agency recessed at 5:15 P.M. to a Closed Session for the following purposes: a. To give instructions to its negotiator in connection with the purchase, sale, exchange or lease of real property pursuant to Government Code Section 54956.8. Note: The City Attorney added the following: negotiating with John Micuda, property located at 11841 Prospect. b. To confer with its attorney to decide whether to initiate litigation pursuant to Government Code Section 54956.9(c). c. To confer with its attorney regarding potential litigation pursuant to Government Code Section 54956.9(b)(I). d. To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director or Agency Members prior to such recess, unless the motion to recess indicates any other matters will not be considered in Closed Session. 10.
