Chapman Avenue, Orange, California. 3:00 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Spurgeon, Barrera, Mayor Beyer, Coontz, Murphy None 1.1 APPROVALOF MINUTES - None 2. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of April 20, 1993, at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Request authorization to approve a Code Enforcement Grant and authorize the Finance Department to prepare a warrant in the amount of $5,000.00. (RC2500.G.1.3.2)FISCALIMPACT: Funds are available in Account No. 921-9812-765802-9107 (Code Enforcement Grant). Case #550. ACTION: Approved. 2.3 Request authorization to approve First-Time Homebuyer Loan and authorize the City Treasurer to prepare a check in the amount of$18,250.00. (RC2500.G.1. 1)FISCAL IMPACT: Fund No. 913-9804-465701-9104 ( First-Time Homebuyer Funds). Case 360. Detail number 23081 has been assigned to this loan. ACTION: Approved. ORA-0262 A Resolution of the Orange Redevelopment Agency approving the forms of and authorizing execution of a Supplemental Resolution ofIssuance, Bond Purchase Contract, Notice Inviting Bids and Official Statements relating to the issuance of the Agency's Southwest Redevelopment Project, Tax Allocation Refunding Bonds, Issue of 1993A and Taxable Tax Allocation Refunding Bonds of 1993B, approving certain actions in connection therewith; ratity the Public Notice of Sale published in the Bond Buyer; and appoint Meridian Trust Company of California trustee for the Refunding Bond Issues 1993A and 1993B being proposed hereunder. ORAL PRESENTATIONS - None RECESS The Orange Redevelopment Agency recessed to Closed Session for the following purposes:a. To give instructions to its negotiator in connection with the purchase, sale, exchange or lease of real property pursuant to Government Code Section 54956.8.The City Attorney announced the real property in question is bounded by Canal on the west,Heim on the north, Tustin on the east and the Orange Mall parking lot on the south. There are various owners involved in possible negotiations: Stafak, Inc., Connecticut General, Inc., Shop Rop Associates, Orange Mall Company and E. Rios.b. To confer with its attorney to decide whether to initiate litigation pursuant to Government Code Section 54956.9(c).PAGE 2 1 ORANGE REDEVELOPMENT AGENCY MINUTES April 20, 1993 RECESS (Continued) c. To confer with its attorney regarding potential litigation pursuant to Government Code Section 54956.9(b)(I). d. To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director or Agency Members prior to such recess, unless the motion to recess indicates any other matters will not be considered in Closed Session.
