Notice to Public:
If you are interested in addressing the Design Review Committee on any item, please
fill out your full name and address on a gray card provided at the meeting and submit
the completed card to the Chair. The Design Review Committee Chair will call your
name and allow you to speak when the item is considered. When you speak to the
Design Review Committee, state your full name and address for the record. Members
of the public must direct their questions to the Chair and not to other members of the
Committee, the staff, the applicant, or the audience. Speaking time is limited to three
(3) minutes per person, so please organize your comments accordingly.
The Chair will:

3. Receive the applicant’s presentation
4. Receive public input
5. Lead Committee discussion and determination
NOTE: Any Public Record that is distributed less than 72 hours prior to the Design
Review Committee meeting will be made available at the Design Review Committee
meeting and at the City Clerk’s office counter at City Hall, 300 E. Chapman Avenue,
Orange, CA 92866.

1990 (42 U.S.C. Sec. 12132) and the federal rules and regulations adopted in
implementation thereof, the Agenda and/or Packet will be made available in

The Committee holds an Administrative Session to receive general information from
the staff and to conduct an initial review of Minutes of prior meetings. The Session is
open to the public; however, no public testimony is taken and no decisions are made.
Following the Administrative Session, the Regular Session will begin at 5:30 p.m.

All matters that are listed above as Consent Items are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff, or the public request specific items to be removed from the Consent It ems for
separate action.

(2) DRC No. 4413-09 & ENV No. 1818-09 - RIO SANTIAGO SPECIFIC PLAN
NOTE: Per Orange Municipal Code Sections 17.10.070A and 17.10.020D, the
Design Review Committee (DRC) purview is limited to the areas of
design and architecture.
The Design Review Committee purview does not extend to evaluating
the proposed land uses, circulation patterns, or proposed recreational
amenities. Any public comments made at the DRC meeting regarding these
issues, or similar, will not be eligible for consideration by the DRC, but will
be a part of the record. Those areas of issue fall under the purviews of the
Planning Commission and City Council. The public and commenting
agencies will be able to address any project areas of concern to the Planning
Commission and City Council at subsequent meetings.

In addition, the City will provide responses to comments received on the
Draft Environmental Impact Report (DEIR) No. 1818-09 to the commenting
parties prior to Planning Commission and City Council consideration of the
project. The Planning Commission and City Council will receive both the
letters submitted on the DEIR and the responses prior to consideration of the
project. Subsequent public noticing will occur to identify the dates of the
Planning Commission and City Council meetings.
The project is a proposal to change the General Plan and Zoning Designations
for the 110 acre site and create a Specific Plan that would allow: a maximum
of 130 single family homes; a maximum of 265 senior (age-restricted) housing
units that could include up to a three-story building; pay-for-use private
recreational facilities which could include up to an 81,000 square foot
building; and open space areas north of and including Santiago Creek.
Publicly available trails, publicly available open space, and private streets are
also proposed as part of the project.

APPEAL PROCEDURE
Any final determination by the Design Review Committee may be appealed, and such appeal must be filed within
15 calendar days after the action is taken. This appeal shall be made in written form to the Community
Development Department, accompanied by an initial appeal deposit fee of $1,000.00.
The Community Development Department, upon filing of said appeal, will set petition for public hearing before
the City Planning Commission at the earliest possible date.
If you challenge any City of Orange decision in court, you may be limited to raising only those issues you or
someone else raised at the public meeting described on this agenda, or in a written correspondence delivered to the
Design Review Committee at, or prior to, the public meeting.
