AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING SECTION 10.14.050
OF CHAPTER 10.14 OF THE ORANGE MUNICIPAL
CODE PERTAINING TO SPEED LIMITS.
WHEREAS, speed limits are required by state law to be established by ordinance;
and
WHEREAS, the City Council approves the recommendations of the City Traffic
Commission to establish certain new speed limits on designated segments of certain streets
and remove one segment from the City Speed Zone Ordinance; and
WHEREAS, the City Council finds that the establishment of the recommended speed
limit of 35 MPH on Grove Ave from Glassell Street to Batavia Street and on Grove Avenue
from Batavia Street to Main Street is in the best interest of the City and the welfare and
safety of the public; and
WHEREAS, the City Council finds that the removal of Esplande Street between
Spring Street and Walnut Avenue from the City's Speed Zone Ordinance and returning the
segment to a prima facie 25 MPH residential neighborhood speed limit to be in the best
interest of the City and the welfare and safety of the public; and
NOW THEREFORE, the City Council of the City of Orange does ordain as follows:
SECTION I
Section 10.14.050 of Chapter 10.14 of Title 10 of the Orange Municipal Code is
hereby amended by adding the speed limits for the below roadway as follows:
STREET SEGMENT SPEED LIMIT
GROVE AVENUE GLASSELL STREET TO BATAVIA STREET 35 MPH
GROVE AVENUE BATAVIA STREET TO MAIN STREET 35 MPH
Section 10.14.050 of Chapter 10.14 of Title 10 of the Orange Municipal Code is
hereby amended by changing the ESPLANADE STREET roadway segment from
CHAPMAN AVENUE TO WALNUT AVENUE as follows:

ESPLANADE STREET CHAPMAN AVENUE TO SPRING STREET 30 MPH
SECTION II
Severability — Should any sentence, section clause, part or provision of this ordinance
be declared invalid, the same shall not affect the validity of the ordinance as a whole or any
other part thereof.
SECTION III
Savings Clause — Neither the adoption of this ordinance nor the amendment hereby of
any other ordinance of this City shall in any manner affect the prosecution for violations of
ordinances, which violations were committed prior to the effective date hereof, nor to be
construed as a waiver of any license or penalty or the penal provisions applicable to any
violation thereof. The provisions of this ordinance, insofar as they are substantially the same
as ordinance provisions previously adopted by the City related to the same subject matter,
shall be constructed as restatements and continuations, and not as new enactments.

A summary of this Ordinance shall be published and a certified copy of the full text
of this Ordinance shall be posted in the Office of the City Clerk at least five (5) days prior to
the City Council meetings at which this Ordinance is to be adopted. A summary of this
Ordinance shall also be published once within fifteen (15) days after this Ordinance's
passage in a newspaper of general circulation, published, and circulated in the City Council
members voting for and against the Ordinance in accordance with Government Code Section
36933. This Ordinance shall take effect thirty (30) days from and after the date of its final
passage.
