A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO RICHARD KOLLEN OF THE COMMUNITY
SERVICES DEPARTMENT AND COMMENDING
HIM FOR MORE THAN TWENTY-NINE YEARS
OF LOYAL AND DEDICATED
SERVICE.WHEREAS, Rich Kollen began his career with the City of Orange Parks and
Recreation Department on August 24, 1974, as a Recreation Supervisor. On May 4, 1980, Rich
was promoted to Recreation Superintendent, the position he has held until his retirement
on September 25,2003;
and,WHEREAS, Rich Kol1en has consistently offered al1 possible support to the youth
sports groups in the City of Orange, offering his advice and expertise as a professional
recreation supervisor, manager and superintendent, to provide opportunities for the advancement
and success of (;hildren;
and,WHEREAS, Rich has also created and developed many adult sports programs
and special events here in the City of Orange, including the vision to help create Uncle Sam's 3N
of July Celebration, Treats in the StreetslAutumn Festival, Dash for D.A.R.E. and the Holiday
Tree Lighting O~remony and Candlelight Choir Processional, and continues to offer fun and
exciting programming for all ages;
and WHEREAS, Rich was also the Community Seryices Department representative on
the infamous Millennium Committee in 2000, and found himself responsible for every brick
paver that did not appear under the Millennium Clock and is stil1 giving away the t-shirts
that were purchased by the committee as a fund
raiser; and,WHEREAS, Rich is also known by his fellow staff members as "Tinker Bell"
and is repeatedly saying "Gotta Go" when he's busy. He is the one person in the office that
will gladly,yes, even joyously accept your lunch leftovers, and truly appreciate you for
remembering him with his famous "You're the
best;" and,WHEREAS, more importantly, Rich has made sports the main focus of his
life and career, being a part-time Division I Referee and remained very active
in his professional organization, the Southern California Municipal Athletic Federation,
including a
past-President position; and WHEREAS, Rich, a devoted husband and father to
four daughters, a soon-to-be grandfather, caring son, brother and uncle, is not only a valued
member, but also a great friend,of the City of Orange family, especial1y the Community
Services Department, and will truly
be missed afte r 29 years.NOW, THEREFORE, BE IT RESOLVED, the City
Council of the City of Orange,recognizes and congratulates Rich Kol1en for his
twenty-nine years of loyal and dedicated service to the City of Orange, and on behalf of all the citizens
of Orange wish Rich and his wife
