A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO RICHARD ALARCON OF THE CITY OF
ORANGE FIRE DEPARTMENT AND
COMMENDING HIM FOR TWENTY-NINE
YEARS OF LOYAL AND DEDICATED
SERVICE.WHEREAS, Rich Alarcon began his career with the City of Orange
Fire Department on June 18, 1973 in the NY.C. Summer Prograrn, becarne a Fire Cadet
in 1974 and was hired as a Firefighter in October of 1976. He was promoted to
Fire Inspector in December 1979. In June of 1983, Rich returned to work another three
years in suppression and in 1986 he resumed his FireInspector/Investigator duties until
his retirement;
and WHEREAS, Rich was considered one of the best fire investigators in
Orange County and worked as part of the County Arson Task Force;
and WHEREAS, Rich was an outstanding representative of the Orange
City Firefighters Local 2384 due to his involvement with many of the local nonprofit
groups and service clubs such as the YMCA, and the Orange Senior Center;
and WHEREAS, Rich was named Firefighter of the Year in 1989, received
the Rotary Club's Community Service Award and in that sarne year was nominated for
the Orange County Fire Chief's Association Overachievers Award;
and WHEREAS, Rich has been a member of Local 2384 for twenty years; he
becarne an executive board member in 1984, and Union President in 1990, a position he held
until he retired;
and
WHEREAS, Rich was First District Vice President of the California Professional
Firefighters Association from 1995 to 1999, Secretary/Treasurer from 1999 to present,
and was Insurance Director for the California Professional Firefighters Health Benefits
Trust from 1992 through 1995, and has been a State representative for the International
Association of Firefighters since 1995; and
WHEREAS, Rich was appointed by Governor Davis to the State Board of Fire
Services in August, 2002, The Inland Empire Advisory Board in 2001 and a member of
the Mentoring Partnership State of California in 2002.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Orange that Rich Alarcon be recognized and congratulated for his twenty-nine years
of loyal and dedicated service to the City of Orange and that the City Council on behalf
of all the citizens of Orange wish Rich and his wife Penny a long, happy, and
healthy
