SESSION The Orange Redevelopment Agency of the City of Orange, California convened on November 23, 1999 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California. 1. ROLLCALL PRESENT -Murphy, Slater, Coontz, Spurgeon, Alvarez ABSENT -None 2. PUBLIC COMMENTS - None 3. CONSENT CALENDAR Tape 5390 3. 1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J.Cathcart, declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of November 23, 1999 at Orange Civic Center, Main Library at 101 N.Center Street, Police facility at 1107 North Batavia, the Eisenhower Park Bulletin Board, and summarized on Time-Warner Communications, all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting. ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the City Clerk. 3.2 Request Agency confirmation of warrant registers dated November 4 and 10, 1999. ACTION:Approved. 3.3 Request approval of Redevelopment Agency Minutes, Regular Meeting, November 9,1999. ACTION:Approved. REPORTS FROM EXECUTIVE DIRECTOR - None 7.ADMINISTRATIVE REPORTS Tape 5430 7.1 Report from Assistant Executive Director regarding a Resolution of the Orange Redevelopment Agency approving a Purchase Agreement for acquisition of property at 190 South Olive in the City of Orange. (RA2100.0 AGR-3382)SUMMARY: Resolution No. ORA-0360 approves a Purchase Agreement between the Orange Redevelopment Agency ("Buyer") and Ann Post ("Seller") which provides for the Agency to purchase Seller's property at 190 South Olive, northwest comer of Almond and Olive (adjacent to the Senior Center), for $250,000.FISCAL IMP ACT: Sufficient funds are available in Fund 922 for the down payment and principal and interest payments through FY 1999-2000. Thereafter principal and interest (at 8% per annum) payments will be budgeted through the annual CIP process for FY 2000- 2001 through FY 2009-2010. The costs associated with monthly principal and interest payments will be partially offset by revenues (in the form of rent) in the amount of $1,600 per month to be deposited in Account No. 922-0000- 252100-0000-20055. PUBLIC HEARINGS 11.1 JOINT PUBLIC HEARING WITH CITY COUNCIL OF THE CITY OF ORANGE REGARDING THE PROPOSED LEASE OF REAL PROPERTY IN THE SOUTHWEST REDEVELOPMENT PROJECT AREA BY THE ORANGE REDEVELOPMENT AGENCY TO THE CITY OF ORANGE (RA2100.0 AGR-3382) Tape 4774 ORANGE REDEVELOPMENT AGENCY MINUTES November 23, 1999 11. PUBLIC HEARINGS (Continued) Time set for a joint public hearing with the Orange City Council to consider a Proposed Lease Agreement in which the City of Orange wi1llease office space at 230 E. Chapman Avenue from the Orange Redevelopment Agency to house certain municipal operations. Note: See City Council Agenda Item No. 13.4 for discussion on this item. RESOLUTION NO. ORA- 036l A Resolution of the Orange Redevelopment Agency making certain findings under the Community Redevelopment Law and approving the terms and provisions of a Lease Agreement with the City of Orange, as Tenant, for Agency-owned real property commonly known as 230 East Chapman Avenue.MOTION - Spurgeon SECOND - Murphy AYES - Murphy, Slater, Coontz, Spurgeon, Alvarez Moved to adopt Resolution No. ORA-036l. 12.
