SESSION The Orange Redevelopment Agency of the City of Orange, California convened on October 12, 1999 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California. 1. ROLLCALL PRESENT -ABSENT - Murphy, Slater, Coontz, Spurgeon, Alvarez None 2. PUBLIC COMMENTS - None 3. CONSENT CALENDAR 3.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J.Cathcart, declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of October 12, 1999 at Orange Civic Center, Main Library at 101 N. Center Street, Police facility at 1107 North Batavia, the Eisenhower Park Bulletin Board,and summarized on Time-Warner Communications, all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the City Clerk.3.2 Request Agency confirmation of warrant registers dated September 23 and 30,1999.ACTION:Approved. 3.3 Request approval of Redevelopment Agency Minutes, Regular Meeting, September 28,1999. ACTION:Approved. 3.4 Disclosure of a leasehold interest pursuant to Health and Safety Code Section 33130.C2500.A) SUMMARY: Disclosure pursuant to Health and Safety Code Section 33130 that the Assistant Executive of the Orange Redevelopment Agency has a leasehold interest in property located within a redevelopment project area.ACTION:minutes. CONSENT CALENDAR (Continued) FISCAL IMPACT: None. 3.5 Proposed loan to Orange Housing Development Corporation (OHDC) to develop the Villa Modena Apartments to be located on the northwest corner of Hewes and Marmon Avenue. (C2500.G.1) SUMMARY: With the City's financial assistance, OHDC acquired the property and has had plans approved to develop Villa Modena, a five-unit apartment project. OHDC is seeking funds from the Agency and the County to cover development costs. If approved,the Agency would initially provide a loan of $862,960. Upon project completion, OHDC would repay $613,740 of the Agency's loan with the proceeds of a County loan. The remaining $249,220 would be repaid to the Agency based upon available cash flow. ACTION:1. Approved a loan in the amount of $862,960 to OHDC for the Villa Modena Apartments contingent upon OHDC's receipt ofa $613,740 loan from the County and subject to mutually agreeable terms to be approved by the Agency Board in the future.2. Appropriated a total of $862,960 in Housing Set-Aside funds from Housing Set-Aside Loan Fund 913 for the project as follows: $613,740 to 921-9809-485702-0000-19842 (Southwest Housing Set-Aside Loan Account) and $249,220 to 913- 9809-485701-0000-19842 (Housing Set-Aside Loan Program Account).FISCAL IMP ACT: Housing Set-Aside funds are available in Housing Set-Aside Loan Fund 913.
