MINUTES OF A REGULAR MEETING September 14, 1999

The
Orange Redevelopment Agency of the City of Orange, California convened on September 14,
1999 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,Orange,
California.1.

3.1 Declaration
of the Clerk of the Orange Redevelopment Agency, Cassandra J.Cathcart, declaring posting
of Orange Redevelopment Agency Agenda of a regular meeting of September
14, 1999 at Orange Civic Center, Main Library at 101 N.Center Street, Police
facility at 1107 North Batavia, the Eisenhower Park Bulletin Board, and summarized
on Time-Warner Communications, all of said locations being in
the City of Orange and freely accessible to members of the public at least 72 hours before
commencement of said regular meeting.ACTION: Accepted
Declaration of Agency Posting and authorized its retention as a public record
in the Office of the City Clerk.3.2
Request Agency confirmation of warrant registers dated August 19 and 26, and September 2,
1999.ACTION:Approved.

Request approval of Redevelopment Agency Minutes, Regular Meeting, August 24,1999.ACTION:
Approved.

Re-
appropriationof funds for projects located at 1915-1919 East Adams Avenue Adams
II), 1741-1745 East Adams Avenue (Adams III), and 1743 East Rose
Avenue.
SUMMARY: The Agency Board originally appropriated funds for the Adams II, Adams
III, and Rose Avenue apartments when the projects were approved. At year-end,
the appropriations were inadvertently not carried over. As a result, re-appropriation
of the funds is required for

ACTION: Re-appropriated Housing Set-Aside funds to the Southwest
Housing Set-Aside Grant Accounts as follows: Adams n -- $8,707.50
to 921-9809-485802-1250-19843,Adams III -- $47,720 to 921-9809-485802-
0000-
19860, and Rose Avenue -- $16,000 to 921-9809-485802-0000-19844.
FISCAL IMPACT: Housing Set-Aside funds are available to be re-appropriated from the
Southwest
Housing Set-Aside Project Account. No net loss of funds will result from this
action.3.5 Award of contract to Hinderliter de Llamas (HdL) Coren & Cone to provide
Property Tax Audit
and Information Services. (Refer also to Item No. 3.12 on the City Council
agenda).SUMMARY: One of the goals of the Auditing Program is
to rotate long-term auditing contracts. The Agency's contract with Municipal Resource Consultants (MRC) has
expired
and it is recommended that a contract be awarded to HdL Coren &
Cone for these services.
ACTION: Approved an agreement with HdL Coren & Coneto provide Property Tax Audit and
Information Services.FISCAL IMPACT: Funds in the amount of $14,400
for the property tax information services are currently
budgeted in the Redevelopment Agency Tustin, Southwest and Northwest Project account 9800-426700 (
Redevelopment, Professional and Consulting Services). Fees paid for the identification of misallocated property
tax revenue will
be paid for
out of the appropriate Property Tax or

SUMMARY: It is recommended that one change be made to the Statement ofInvestment Policy
that would increase the allowable limit in government Agencies from $35 million to $50 million.
FISCAL IMP ACT: The proposed change has the potential of increasing interest earnings from
60,000 to $75,000.
