MINUTES OF A REGULAR MEETING JUNE 22, 1999
4:30 P.M. SESSION
The Orange Redevelopment Agency of the City of Orange, California convened on June 22,
1999 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange, California.
1. ROLLCALL

2.PUBLIC COMMENTS Tape 250
Carole WaIters, (address on file), commented she will be looking at redevelopment issues
throughout the County and the State.
3.CONSENT CALENDAR Tape 178
3.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J.
Cathcart, declaring posting of Orange Redevelopment Agency Agenda of a regular
meeting of June 22, 1999 at Orange Civic Center, Main Library at 101 N. Center
Street, Police facility at 1107 North Batavia, the Eisenhower Park Bulletin Board,
and summarized on Time-Warner Communications, all of said locations being
in the City of Orange and freely accessible to members of the public at least 72
hours before commencement of said regular
meeting.ACTION: Accepted Declaration of Agency posting and authorized its retention as
a public record in the Office of the City
Clerk.3.2 Request Agency confirmation of warrant registers dated June 3 and 10,
1999.ACTION:

AGREEMENTS3.4 Approval of a reimbursement Agreement between the City of Orange and
the Orange Redevelopment Agency. (RA2100.0
AGR-3283)SUMMARY: The reimbursement Agreement between the City and Agency
will create indebtedness which will enable the Agency to utilize tax increment revenue
instead of

bond proceeds to pay for operational costs. This will free up bond proceeds for loans or
projects,
ACTION: Approved the Reimbursement Agreement between the Agency and the City;
and amended the 1999-00 revenue and expenditure budget to record the loan and
the corresponding repayment of the loan in accordance with Exhibit "
A".FISCAL IMPACT: There is no net fiscal impact on either the Agency or City
budget,other than to utilize tax increment funds to the extent available to pay for
Agency operational costs, Interest paid by the Agency on the loan will be offset equally
by interest earned by the Agency on the loan proceeds, There are sufficient tax
increment revenues and other funds available to repay this
loan,
APPROPRIATION 3.5 Adjustments to pass through payments and County Administration Fee for
1998-99 fiscal year. (
R3500.0)SUMMARY: Pass through payments to the County of Orange (General
Fund, Flood Control District, Harbors, Beaches and Parks), Orange Unified School
District, County Department of Education, Rancho Santiago College District, Orange
County Water District, County Sanitation District #2, Anaheim Elementary School
District, Anaheim Union High School District, Metropolitan Water District and County
Administration Fee will be greater than previously budgeted due to increases in tax increment received
by
the Agency.ACTION: Approved appropriation of $170,000 for additional pass
through payments necessary due to an increase in tax increment received in the following
project areas:31,000 to Account No, 980-9801-465400 - Tustin Project
Pass Through Expense;7,000 to Account No, 981-9811-465400 - Southwest Project
Pass Through Expense; and 132,000 to Account No. 984-9821-465400 -
Northwest Project Pass Through Expense.Approve additional appropriation of$750 for County
Administration Fee in the following accounts: 1 )$150 to Account No. 931-
9809-434410 - Northwest Housing County Admin Fee; 2) $ 600 to Account No. 984-
9821-
434410 - Northwest Debt Service County Admin Fee.FISCAL
