Chapman Avenue, Orange, California. 3:00 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Spurgeon, Barrera, Chairman Beyer, Coontz, Murphy None 1.1 APPROVALOF MINUTES - None 2. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting ofJune 21, 1994, at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Request to approve the execution ofloan documents for a rehabilitation loan and sign grant for Ronald P. Beard Trust and HLP Family Limited Partnership, Property: 1538, 1610 and 1630 East Chapman and 144 South Tustin, Orange, CA (Loan No.: 300-1094-008) Tenant: Drug Emporium. ( RC2500.G.1.2)FISCAL IMP ACT: There are adequate funds available in the Tustin Street Loan and Grant Program. Account Nos. 912-0000-840000-0000- Loans and 912-9803-465802-9100-Grants.ACTION: Approved.2.3 Request authorization to approve First- Time Homebuyer Loan and authorize Fiscal Agent to prepare a warrant inthe amount of$19,000.00. (RC2500.1.1)FISCAL IMPACT: Funds are available in Account No. 913-9804-465701-9104 (First-Time HomebuyerFunds) for Case No. 415. Detail number 23107 has been assigned to this loan.ACTION: Approved.2.4 Request approval to award a contract for unreinforced masonry building cost estimating to Mel Green and Associates in an amount ORANGE REDEVELOPMENT AGENCY MINUTES June 21, 1994 2. CONSENT CALENDAR (Continued) FISCAL IMP ACT: Sufficient funds have been budgeted under the Unreinforced Masonry Program funds. ACTION: Authorized Chairman and Agency Clerk to execute on behalf of the Agency. REPORTS FROM BOARDS, COMMITTEES AND COMMISSIONS - None 5. ADMINISTRATIVE REPORTS - None 6. REPORTS FROM EXECUTIVE DIRECTOR The Executive Director reported on the Villa Santiago Apartment issue. A fact finding process is in progress at this time. A meeting was held with proponents and the owner of the site. Within weeks there will be a report as to whether the conditions under which the proponents can be involved are financially viabile for them and prudent for the City.7. LEGAL AFFAIRS - None 8.
