Chapman Avenue, Orange, California. 1. ROLLCALL PRESENT ABSENT 3:00 P.M. SESSION Spurgeon, Barrera, Beyer, Coontz, Murphy None 1.1 APPROVALOF MINUTES Regular Meeting March 15, 1994.MOTION SECOND AYES Murphy Coontz Spurgeon, Barrera, Beyer, Coontz, Murphy ACTION: Approved.Regular Meeting March 22, 1994. MOTION SECOND AYES Coontz Murphy Spurgeon, Barrera, Beyer, Coontz, Murphy ACTION: Approved. 2. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of April 12, 1994, at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2. 2 Authorize Chairman and Director of Finance to draw warrants on Agency's Fiscal Agent in payment of demands.ACTION: Approved.2.3 Request approval and execution of Exclusive Right to Negotiate on the southeast corner of Main Street and Chapman Avenue by and between the Orange Redevelopment Agency, Independent Development Company (rnC) and David Valentine.PAGE 1 ORANGE REDEVELOPMENT AGENCY MINUTES April 12, 1994 2. ACTION: Authorized the Executive Director to execute on behalf of the Agency. 2.4 Request approval of a Promissory Note between the Orange Redevelopment Agency and Orange Empire Resales, Inc. regarding a $50,000.00 loan to assist in the rehabilitation of property at 210 W. Katella Avenue in the Northwest Project Area. FISCAL IMPACT: Appropriate $50,000.00 to Account No. 932-9823- 465701-9173, Property Rehabilitation Loan Assistance for Orange Empire Resales, Inc., from taxable note proceeds in the Northwest Project Area.ACTION: Approved.2.5 Request authorization to approve First-Time Homebuyer Loan and authorize the Fiscal Agent to prepare a warrant in the amount of $13,270.00.FISCAL IMPACT: Funds are available in Account No. 913-9804-465701-9104 (First-Time Homebuyer Funds) for Case #405.
