Chapman Avenue, Orange, California. 3:00 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Spurgeon, Barrera, Coontz, Murphy Beyer 1.1 APPROVAL OF MINUTES Regular Meeting March 8, 1994.MOTION SECOND AYES ABSENT Murphy Coontz Spurgeon, Barrera, Coontz, Murphy Beyer ACTION: Approved.2. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen,declaring posting of Orange Redevelopment Agency Agenda of regular meeting of March 22, 1994, at Orange Civic Center Main Library, the Police Facility at 1107 N.Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting. ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Authorize Chairman and Director of Finance to draw warrants on Agency's Fiscal Agent in payment of demands. ACTION: Approved.2.3 Request authorization to approve First-Time Homebuyer loan and authorize the Fiscal Agent to prepare a check in the amount of $15,400.00.FISCAL IMPACT: Funds are available in Account No. 913-9804-465701-9104 (First-Time Homebuyer Funds) for Case #403. (Continued from 1-11 and 2-22- 94.)RC2500.Go4)a. Approve Phase II Seismic Retrofit Finance Program operating details.b. Authorize establishing a contingency fund of $100,000.00. (Funds to come from the adopted $1,775, 000.00 budget.)c. Authorize hiring a construction cost estimator for the purpose of providing cost estimates for all buildings based on consistent criteria. Consultant cost not to exceed 30,000. 00.ACTION: Approved.2.5 Approve in concept a $50,000.00 loan to Orange Empire Resales, Inc. regarding rehabilitation of property at 210 West Katella Avenue ( Northwest Project Area).RC2500. G.l.2)FISCAL IMPACT: Appropriate $50,000.00 to Account No. 932-9823-465701-9173,Property Rehabilitation Loan Assistance for Orange Empire Resales, Inc., from taxable note proceeds in the Northwest Project Area.MINUTE ORDER, COUNCILWOMAN COONTZ: "I hope we can work out some kind of system so that these applications which are to the benefit of the City of Orange don't take so long. I think this is a very lengthy process. I'm glad we finally approved it, but I think we need to smooth out the application process for the benefit of both the City and the applicant for the future."The City Manager indicated Minute Orders and direction that are not on the Agenda are subject to the Brown Act. The City Attorney indicated he would review the provision in the ordinance for Minute Orders to see if it is consistent with the new Brown Act provisions. ACTION: Approved.
