MINUTES OF A REGULAR MEETING
ORANGE, CALIFORNIA
March 15, 1994
The Orange Redevelopment Agency of the City of Orange, California convened on March 15,
1994 at 3:00 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange, California.

2.1 Declaration
of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange
Redevelopment Agency Agenda of regular meeting of March 15, 1994, at Orange Civic Center
Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board;
all of said locations being in the City of Orange and freely accessible to members of the
public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration
of Agency Posting and authorized its retention as a public record in the Office
of the Agency Clerk.2.2 Request
authorization to approve First-Time Homebuyer Loan and authorize the Fiscal Agent to prepare a
check in the amount of$21,000.00. (RC2500.G.1.l)FISCALIMPACT:
Funds are available in Account No. 913-9804-465701-9104 (
First-Time Homebuyer Funds) for Case #395. Detail number 23102 has been assigned to
this loan.
ACTION: Approved.2.3 Request authorization to approve First-Time Homebuyer Loan and authorize the
Fiscal Agent to prepare a check in the amount of$17,400.00. (RC2500.
G.1.l)FISCAL IMPACT: Funds are available in Account
No. 913-9804-465701-9104 (First-Time Homebuyer Funds) for Case #401. Detail number
23101 has
beenassigned to this loan.ACTION: Approved.2.4 Request authorization to approve First-Time

Nancy Magliato, representing Son Light
Christian Center, 172
N. Glassell, expressed concern that there was a rumor circulating that the City wanted
to sell their building Ms. Magliato indicated representatives from the Pasadena Playhouse had visited the center,
but were not interested. Real Estate agents have contacted the center as well. Ms. Magliato commented
the Center has no plans to leave and asked why the rumors are circulating? It was also stated
that just last week a permit was denied based on the fact that the City had plans for Son Light.
Chairman Beyer confirmed that there is no plot,
however, there are many rumors. Pasadena Playhouse did express an interest in Son Light, and
had heard they would be interested in moving. Pasadena Playhouse representatives explored this and when it looked
like it was not a go, that was it. Chairman Beyer was not aware of any permit being
denied, and has no contact with Pasadena Playhouse since that time.Director Coontz commented she has heard rumors
in
the community, however nothing has formally come before Council. A report was promised with information
on this issue, but has not arrived. The entire Council should know of this type of event.
Director Spurgeon indicated he had not met with
anyone on this issue, but had received a call from a reporter that had spoken of this item.PAGE

8. ORAL PRESENTATIONS (Continued)
The Director of Community Development reported discussions were held with O'Hara's pub regarding
expanding and parking concerns. There was no denial of any permit and has nothing to do with any other
business or property owner within the downtown area.
Chairman Beyer instructed the City Manager to investigate this issue.
Carole Walters, 534 N. Shaffer, commented The Old Towne Steering Committee had discussed the
Center and were told the whole idea was to move them out so a playhouse could be located in the City of
Orange bringing in 500 people a day. There is something in the making.
Chairman Beyer commented the idea was not to move them out. There were two developers wanting to
trade their land on Tustin Street for Son Light.

The City Attorney announced there was no need for a Closed Session.
10. ADJOURNMENT
The Redevelopment Agency adjourned at 4:00 P.M.
