The Orange Redevelopment Agency of the City of Orange, California convened on January 25,
1994 at 3:00 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange, California.

CONSENT CALENDAR
2.1 Declaration
of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange
Redevelopment Agency Agenda of regular meeting of January 25, 1994, at Orange Civic Center
Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board;
all of said locations being in the City of Orange and freely accessible to members of the
public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration
of Agency Posting and authorized'its retention as a public record in the Office
of the Agency Clerk.2.2 Authorize
Chairman and Director of Finance to draW'lVaITants on Agency's Fiscal Agent in payment of demands.

expressed concern regarding the bus stop on Chapman Avenue in front of Selman Chevrolet. There are a
large number of people waiting for the bus with no bench or shelter.The Street Department Manager commented
there is not enough right-of-way at that location and the City has been
unsuccessful in having the property owner donate any land which would be an 18 inch to two foot strip
at the back edge of the sidewalk to place a shelter.The Director of
Public Works was instructed to review the situation from the standpoint of a bench and not a shelter.
Mr. Calagna further
requested an explanation of the annual Redevelopment a,udit. The CityManager was instructed to meet
with Mr. Calagna to explain the auditor's report.Lee Podolak, 10821
S. Meads expressed concern regarding the rehabilitation oftheVilla Santiago using the low moderate
set-aside funds from Redevelopment. It was questioned if the developer would be investing enough
of his own funds to make this project work, and ifnot why not give it to a non-profit.Carole
Walters, 534 N. Shaffer, commented that the area needs to be cleaned up and if the developer has not
defaulted on anything, he is a good risk. Why should certain areas in town get all the money and not other
areas. Don'tgive all the money to Villa Santiago.9.
RECESS The
Orange Redevelopment Agency recessed at 4:00 P.M. to Closed Session for the following purposes:a.
To give instructions to its negotiator in connection with the purchase, sale, exchange or lease of real property
pursuant to Governrnent Code Section 54956.8. The following was discussed: property at 11841
Prospect, Villa Santiago Apartments, John Micuda and Ken Black.9.

c. To consider and take possible action upon such other matters as are orally announced by the General
