RESOLUTION NO. 8417
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE, RECITING THE FACT
OF THE GENERAL MUNICIPAL ELECTION
HELD ON NOVEMBER 8,1994 DECLARING THE
RESULT AND SUCH OTHER MATTERS AS
PROVIDED BY LAW.
WHEREAS, a General Municipal Election was held and conducted in the City of Orange
on Tuesday, November 8, 1994 as required by law; and
WHEREAS, notice of the election was given in time, form and manner as provided by
law; that voting precincts were properly established; that election officers were appointed and that
in all respects the election was held and conducted and the votes were cast, received and canvassed
and the returns made and declared in time, form and manner as required by the provisions of the
Elections Code of the State of California for the holding of elections in General Law Cities; and
WHEREAS, pursuant to Resolution No. 8111 adopted November 17, 1992, the County
Election Department canvassed the retums of the elcction and has certified the results to this City
Council, the results are received, attached, and made a part hereof as "Exhibit A".
NOW, THEREFORE, the City Council of the City of Orange, California does resolve,
declare, determine and order as follows:
SECTION I. That the whole number of votes cast in the City including absent voter
ballots was 37,403.
SECTION II. That the names of persons voted for at the election for Mayor are as
follows:

SECTION III. That the number of votes given at each precinct and the number of
votes given in the City to each of persons above named for the respective offices for which the
persons were candidates were listed in Exhibit "A" attached.
SECTION IV. The City Council does declare and determine that Joanne Coontz was
elected as Mayor for the full term of two years; Mark A. Murphy and Dan Slater were elected as
Members of the City Council for the full term of four years.
SECTION V. The City Clerk shall enter on the records of the City Council of the City,
a statement of the result of the election, showing: (I) The whole number of votes cast in the city.
SECTION VI. That the City Clerk shall inunediately make and deliver to each of the
persons so elected, a Certificate of Election signed by the City Clerk and authenticated; that the
City Clerk shall also administer to each person elected, the Oath of Office prescribed in the
Constitution of the State of California, and shall have them subscribe to it and file it in the Office
of the City Clerk. Each and all of the persons so elected shall then be inducted into the respective
office to which they have been elected.
SECTION VII. That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original resolutions.

I
In thinking about what I might say tonight to recognize Gene's many
accomplishments, I was reminded that being a retired Mayor usually
means that you've reached a mature age and that over the years you've
experienced many new things. That was driven home to me last week
in reading a list in Jack Smith's column in the Los Angeles Times of
phenomena that have occurred since 1941. By then, Gene and I had
not only been born - but were already well into our youth.The
list reminded me that we both were born before television, frozen foods,
contact lenses and the Pill. We were born before ballpoint pens,pantyhose,
electric blankets, and guys wearing earrings.In
our day, grass was mowed, Coke was a drink, aids were helpers in the
principal's office and being gay was experiencing merriment.And
a little closer to home: Gene, do you remember when you joined me
on the City Council in 1980? In those days we had such quaint things
like budget surpluses and debates over whether our reserve accounts
were too large. Those are what we now fondly refer to as the
good old days. And those were good days.
I'll never forget how happy Fred Barrera and I were when you were first
elected to the Council in 1980. For the preceding four years, Don
Smith and Bob Hoyt had delighted in referring to Fred and me as the
freshman councilmen. Now we could graduate and we had you to call
the freshman. And believe me, Fred and I took great pleasure in calling
a school Principal a freshman.
And Mike Spurgeon and Mark Murphy can verify as fellow members of
your re-election campaign committees, that by election day you
were a basket case convinced you were going to lose soundly. Mike
and Mark and I knew that if only half of your former students and
their parents voted you would be overwhelmingly returned to office.
And that was the case. The affection and admiration of those whose
paths had crossed yours here in Orange guaranteed
that.Everyone knows you love sports and are fond of good
sports metaphors. As a former college football coach youilunderstand
the truth of Vince Lombardi's often misquoted line about winning.
Like Vince Lombardi, you believe that winning isn't everything-but
the will to win is everything. you know that winning grows
commitment and integrity. And wantirlg to win is really an empty idea
if you aren't willing to work hard, make a commitment, and have
personal integrity.
Those words - hard work, integrity, commitment - sum up the reasons you have
won the respect and admiration of this community. And never lost
an election in 14 years.Included among
my fond memories of our times together on the City Council is
the outstanding job you did in chairing Orange 2000, a City Council initiated
long-range planning effort by Orange citizens to layout a
blueprint for our community into the next century. You coordinated and
led this intensive year-long effort and in your'lusual masterful
manner you built consensus among neatly a hundred volunteer citizens.
We wound up with a document that 9 years later continues to serve
the City Council well as a blueprint into the next century.
But your public service began long before joining the City Council. You
co-chaired the historic Ainsworth House restoration and followed
that by chairing our City's Bicentennial Commission. When our City'
s
hundredth anniversary neared, it was obvious who should chair the
Orange Centennial Commission, and you did your usual superb job.
Time doesn't permit mentioning all the other important leadership
positions you have held the past 34 years in our cor:nmunity.

However, as impressive as these accomplishments are, the thing that
I most admired about you was your deep commitment to the students
in your charge. And that's why you recommended that the City
Council host annual award programs during which outstanding high
school students were publicly recognized. Every year you coordinated
this program and no one was prouder than you as these fine young
people came forward in these Council Chambers to receive their
recognition. That's why you founded and served as Director of
Community Pride, which among other things was a drug prevention and
education program for the youth of our community. It also was a one
man crusade against graffiti. You put together a program based on
pride - pride in the community, pride in neighborhoods, pride in people.And
the key to that pride was keeping walls and signs graffiti free.You
were one of the first people who made a positive Imark on society by
battling those who would make a negative mark on our community.
Your efforts have helped make this a community where graffiti simply
hasn't taken hold.
As might be expected from this exemplary civic involvE)ment, you have
been rightfully acknowledged with many honors and awards including:
Orange Chamber of Commerce Citizen of the Year
Freedoms Foundation at Valley Forge Award
American Bar Association Liberty Bell Award
Rotary International Paul Harris Fellow Award
Once again, time doesn't permit recognizing all of your many awards.
However, the honor that impresses me the most isAhat the Orange
County Board of Supervisors has named today Gene Beyer Day
throughout Orange County. What a fil)e way to recognize that your
record of public service goes well beyond the Orange City limits.
In the last few years, I've come to appreciate another quality in you -perseverance.
Despite failing health you continued with increasing difficulty
to fulfill your civic obligations. What a grefat example you have
been to the power of persistence and determination. You have been
a living example of Winston Churchill's great advice: "Never,
never, never, never give-
up!"At this time I'd like to invite everyone present who agrees with
the sentiments I've expressed to stand and join me in a warm round
of applause to demonstrate our gratitude to you and you~ wonderful
wife Lois and the rest of your
