A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE REGARDING THE 2004
CHRISTMAS HOLIDAY CLOSURE.
WHEREAS, in the calendar year 2004, the holidays of Christmas and New Year's
Day fall on Saturdays and are currently provided to City employees as paid holidays; and,
WHEREAS, in accordance with current Resolutions and Memoranda of
Understanding between the City of Orange and Top Management employees and all
recognized employee organizations, other than the City of Orange Police Association and
Orange City Firefighters Union, City employees are entitled to one day of paid holiday
leave on the preceding Friday when Christmas falls on a Saturday which is December 24,
2004; and, one full day of compensatory holiday leave when the holiday falls on a normal
Friday closure day as is the case for the New Year's Day holiday, and;
WHEREAS, the City Council wishes to express its sincere appreciation to City
employees for their dedicated service to the City and its citizens throughout the year; and
WHEREAS, the City Council recognizes the value of time spent with families
during the holiday season; and
WHEREAS, City services, except public safety, are all closed on Friday,
December 24,2004 as well as Saturday, January 1, 2005; and
WHEREAS, the City Council wishes to effectively accommodate time-off
requests by City employees during the
holidays NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City
of Orange does hereby grant the
following:An additional one-half day of paid holiday leave
on Thursday,December 30, 2004 to each full-time
employee as follows:40-hour employees shall accrue a
total of one-half day
for said holiday benefits, and 24-hour shift employees shall
accrue
a total of 6 hours,and Regular part-
time employees' benefits shall
be based on pro-ration of hours; and Notwithstanding
public safety and other emergency call-out services, City facilities will be closed at
the end of the business day on Thursday, December 23, 2004 through Sunday,
Main Library, Taft Branch Library, and El Modena Branch Library) will be
closed to the public over this same time period. The City will return to full
service on Monday, January 3, 2005, and
This Resolution shall be applicable only to calendar year 2004, and
City employees will be required to utilize their own accrued paid leave hours
i.e., vacation, compensatory time, holiday compensatory time, administrative
leave, TRP leave, and/or floating holiday) to cover the holiday closures on
Monday, December 27, Tuesday, December 28, Wednesday, December 29, and
half-day on Thursday, December 30.
2004.BE IT FURTHER RESOLVED that those members of the Police and
Fire Departments described in Resolution Nos. 9385 and 9387 respectively shall receive
an additional one-half day of holiday leave which can be utilized by such
personnel upon approval of appropriate Police and
Fire supervisors.ADOPTED this 14th day of
