A RESOLUTION 011' THE CITY COUNCIL OF THE
CITY OF ORANGE TEMPORARILY CLOSING A
SECTION OF PALM AVENUE BETWEEN
GLASSELL STREET AND CENTER STREET, ANI>
THE TEMPORARY SUSPENSION OF PERMIT
PARKING RESTRICTIONS WITHIN CHAPMAN
UNIVERSITY PERMIT AREA FOR A SPECIAL
EVENT, FROM 5:00 P.M. THRU 10:30 P.M. ON
SATURDAY, NOVEMBER 6,2004.
WHEREAS, Vehicle Code Section 211 OO( e) authorizes cities to close portions of streets
for celebrations and local special events when, in the opinion of the City Council, the closing is
necessary for the safety and protection of persons who are to use that portion of the street during
the temporary closing; and
WHEREAS, Vehicle Code Section 22507 authorizes local authorities, in their respective
jurisdiction, to temporarily restrict parking upon which preferential parking privileges are given
to residents and merchants adjacent to such parking; and
WHEREAS, Chapman University has requested a temporary street closure and
suspension of neighborhood pemlit parking restrictions to accommodate a special event at their
campus; and
WHEREAS, the University has agreed to comply with the regulations governing street
closures for special events, that alcoholic beverages on public streets are a violation of the law,
the applicant will provide all signing, barricades and traffic control necessary for the closure
acceptable to the City, including the Police and Public Works Departments; Chapman University
will also notify area residents of the event and temporary street closure and suspension of permit
parking restrictions in accordance with the Police Department's directions; it is the applicants'
responsibility to clean the streets after the event, and to maintain 12 feet of unobstructed access
for emergency vehicles.
NOW, THEREFORE, the City Council of the City of Orange does resolve as follows:
That Palm Avenue from Glassell Street to Center Street, be closed
from 5:00 p.m. to 10:30 p.m. on Saturday, November 6th, 2004.
