MINUTES OF A REGULAR MEETING September 22, 1998
The Orange Redevelopment Agency of the City of Orange, California convened on September
22, 1998 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange, California.

3.1 Declaration
of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart,declaring posting of
Orange Redevelopment Agency Agenda of a regular meeting of September 22, 1998
at Orange Civic Center, Taft Branch Library at 740 E. Taft Avenue,Police facility at
1107 North Batavia, the Eisenhower Park Bulletin Board, and summarized on Time-
Warner Communications, all of said locations being in the City of Orange and
freely accessible to members of the public at least 72 hours before commencement of
said regular meeting.ACTION: Accepted
Declaration of Agency Posting and authorized its retention as a public record
in the Office ofthe City Clerk.3.2
Request Agency confirmation of warrant registers dated September 3 and 10, 1998.ACTION:Approved.

The Board of Directors of
the Orange Redevelopment Agency recessed at 5 :31 p.m. to a Closed Session for the following purpose:
a. Conference with Legal Counsel -
anticipated litigation.Significant exposure to litigation pursuant to
Government Code Section 54956.9(b): one potential case b. To consider and
take possible
action upon such other matters as are orally announced by the General Counsel, Executive Director, or Board
of Directors prior to such recess unless the motion to recess indicates any of
the matters will not be considered in Closed Session.NOTE: The Redevelopment Agency reconvened at
7:00 p.m. The City Attorney announced that pursuant to the Brown Act,
the City is required to report any final settlements that have been reached in Closed Session.The Orange
Redevelopment Agency met in
Closed Session tonight and accepted a settlement offer from Lawrence Leifer and Norma
Leifer, doing business as Big "Y" Yardage Outlet Inc.The settlement represents a settlement of
relocation rights and benefits, including fixtures and equipment which could not be moved.
The new business, Big "Y" has moved to a new location on Tustin Avenue. The total compensation
for the settlement of these claims to be paid to Big Y" Yardage is $154,500. Now
they are located at 764 North Tustin Street.10. ADJOURNMENT MOTION - Coontz SECOND - Murphy
