Chapman Avenue, Orange, California. 4:30 P.M. SESSION 1. ROLLCALL PRESENT -ABSENT - Murphy, Slater, Coontz, Spurgeon, Alvarez None 2. PUBLIC COMMENTS Carole Walters, ( address on file), commented on Redevelopment monies being used to assist businesses; and asked if people outside of Old Towne will be able to use their sales tax for advertisement? Chairman Coontz referred Ms. Walters to the Director of Economic Development to address her questions and concerns.3.CONSENT CALENDAR Tape 3220 3.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart,declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of June 23, 1998 at Orange Civic Center, Taft Branch Library at 740 E. REPORTS FROM EXECUTIVE DIRECTOR - None 7.ADMINISTRATIVE REPORTS Tape 3245 7.1 Report from Assistant Executive Director regarding the renewal of the Mobile Home Park Rental Assistance Program for FY 1998-99. (RC2500.G.l.4)SUMMARY: Staff is requesting that the Mobile Home Park Rental Assistance Program be renewed for FY -1998-99 (July 1, 1998 through June 30, 1999). The Program, which is funded with Redevelopment Housing Set-Aside, provides rental subsidies to qualified very low income senior residents of mobile home parks in the City. The Assistant Executive Director reported this year because of attrition, death and relocation the program now has 15 participants. Staff visited the applicants at their mobile home park and listened to what this program meant to them and their future. Staff members felt the program is working successfully to assist these deserving people and is recommending approval. Chairman Coontz commented in 1989 when the City was going through the closing of various mobile homes, it was a very emotional plight for the elderly who were experiencing escalating rent in the mobile home parks where they had lived for many years. At that time, Chairman Coontz asked that a program be developed which evolved into the Mobile Home Park Rental Assistance Program. The names of the residents are not disclosed. However, over the years some of the people who have received the benefits have come forward and showed their appreciation for the fact that the Council is continuing this program. FISCAL IMPACT: The estimated cost of the Program is $60,000. Funds are available for this purpose in the following Mobile Home Park Rental Assistance Program Accounts: 921- 9809-485803-9805 (Southwest Set-Aside) and 931-9809-485803- 9805 (Northwest Set-Aside).RESOLUTION NO. ORA-0341 A Resolution of the Orange Redevelopment Agency confirming and renewing the Mobile Home Park Rental Assistance Program for mobile home park residents of the City of Orange and making certain findings.MOTION SECOND AYES Coontz Murphy Murphy, Slater, Coontz, Spurgeon, Alvarez Moved that Resolution No. ORA-0341 as introduced be adopted and same was passed and adopted ORANGE REDEVELOPMENT AGENCY MINUTES June 23, 1998 7. ADMINISTRATIVE REPORTS (Continued) 7.2 Report from Assistant Executive Director regarding adjustments to pass through payments and County Administration Fee for 1997-98 fiscal year. (R3500. 0)SUMMARY: Pass through payments to the County of Orange (General Fund, Flood Control District, Harbors, Beaches and Parks), Orange Unified School District, County Department of Education, Rancho Santiago College District, Orange County Water District, County Sanitation District #2, Anaheim Elementary School District, Anaheim Union High School District,Metropolitan Water District and County Administration Fee will be greater than previously budgeted due to in tax increment received by the Agency.FISCAL IMP ACT: Sufficient funds are available to appropriate.The Assistant Executive Director presented the report. MOTION SECOND AYES Spurgeon Alvarez Murphy, Slater, Coontz, Spurgeon, Alvarez Moved to approve appropriations for additional pass through payments necessary due to an increase in tax increment received in the following project areas:1. $20, 000 to Account No. 980-9801-465400 - Tustin Project Pass Through Expense 2. $ 90,000 to Account No. 981-9811-465400 - Southwest Project Pass Through Expense 3. $210,000 to Account No. 984-9821-465400 - Northwest Project Pass Through Expense Approved additional appropriation of $3,575 for County Administration Fee in the following accounts:1. $ 715 to Account No. 931-9809-434410 - Northwest Housing County Admin Fee 2. $2,860 to Account No. 984-9821-434410 - Northwest Debt Service County Admin Fee.8.
