The Orange Redevelopment Agency of the City of Orange, California convened on September 23, 1997
at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange,
California.

Orange Redevelopment Agency Agenda of regular meeting of September 23, 1997 at Orange Civic
Center, Main Library, the Police Facility at 1107 N. Batavia; the Eisenhower Park Bulletin Board;
and summarized on Time Warner Communications; all of said locations being in the City
of Orange and freely accessible to members of the public at least 72 hours before commencement of
said regular meeting.ACTION: Accepted

services by and between the Agency and GRC Associates, Inc., for redevelopment and
economic development financial consulting and analysis services in an amount not

IMP ACT: There are sufficient funds budgeted in "Other Professional and Consulting Services."
Funding ofthis contract will be divided among the three project areas as follows:Account

2.5 Request the Board of Directors approve an Amended and Restated Promissory Note by and
between the Agency and Citrus City Grille, Limited, as it relates to the Participation Agreement
approved by the Board on May 28, 1997. (RA2100.0 AGR-
2609)FISCAL IMPACT: This new Note will increase the interest to be paid to the Agency
by approximately $13,000 over the five-year term
ofthe loan.Barbara DeNiro, (address on file), asked if any payments were made by Citrus City Grille
and if the twelve month non-payment
will now follow?The Director of Economic Development responded the interest will be brought up
to date before the amendment is executed; interest payments have been made to date; and
the twelve month non-payment will follow in exchange
