The Orange Redevelopment Agency of the City of Orange, California convened on September 9, 1997 at4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California.

The City Attorney explained a Conflict of Interest waiver is requested of firms representing two
clients who may have dealings with each other. McNamara, VanBlarcom, McClendon &
Leibold can represent Orange Housing Development Corporation (OHDC) and the Orange
Redevelopment Agency (ORA), but cannot represent either side when entering into an agreement
together.

on the Unreinforced Masonry Program (
URM). It is recommended that the Board of Directors receive and file this report. (RC2500.
G.4)The Director of Economic Development reported businesseswere
mandated by the State to make improvements to protect people in the event of
an earthquake. No funds were mandated for the improvements. The City of Orange allocated $2 million.
Fifty two (52) buildings occupied by the general public every day are now safer in
the event of an earthquake, due to the Unreinforced Masonry Program, which was completed under budget.Director Alvarez
commented on the background of the
Unreinforced Masonry Program which has now come to a conclusion; indicated creation of the
Design Collaborative came out of this program; and he will coordinate an acknowledgment from the property owners
in the Plaza to the City.PAGE 2 In
