June 10, 1997
The Orange Redevelopment Agency of the City of Orange, California convened on June 10, 1997 at
4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California.

Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart, declaring posting of
Orange Redevelopment Agency Agenda of regular meeting of June 10, 1997 at Orange Civic
Center, Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin
Board and summarized on Time Warner Communications; all of said locations being in
the City of Orange and freely accessible to members of the public at least 72 hours before commencement
of said regular meeting.ACTION: Accepted
Declaration of Agency Posting and authorized its retention as a public record in
the Office of the Agency Clerk.2.2
Request Agency confirmation of warrant registers dated May 27 and 30, 1997.ACTION: Approved.

6.1 Request the Board of Directors to enter into a Owner Participation Agreement (OPA)
between the Orange Redevelopment Agency and Syufy Enterprises, finding that the provision of
1.1 million oftax exempt bond proceeds in order to assist in the off-site and
drainage improvements of the Stadium Promenande is necessary to effectuate the Redevelopment Plan
for the Northwest Redevelopment Project. (RA2100.0
AGR-2838)FISCAL IMPACT: Funds in the amount of$1.5 million have been budgeted in Account
No. 934-9821-485100-9196
for Katella Avenue improvements.The Director of Economic Development reported the public improvements
would include storm drains,street widening of Kat ella, parkway improvements, traffic signal improvement at
Katella, an entry into the new Century Theater Stadium Promenade
Project, and street lighting.The Director of Public Works explained that water was entering the location from
off-site and was being stored on the property and eventually discharged in the Santa Ana River.
Storm drains are necessary for the site to be developed
as is
proposed by
