The Orange Redevelopment Agency of the City of Orange, California convened on January 28, 1997 at
4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California.

Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart, declaring posting of
Orange Redevelopment Agency Agenda of regular meeting of January 28, 1997 at Orange Civic
Center, Main Library, the Police Facility at 1107 N. Batavia, the Eisenhower Park Bulletin Board
and summarized on Time Warner Communications; all of said locations being in the City
of Orange and freely accessible to members of the public at least 72 hours before commencement of
said regular meeting.ACTION: Accepted
Declaration of Agency Posting and authorized its retention as a public record in
the Office of the Agency Clerk.2.2

The Housing Manager explained the Agency does not obtain private mortgage insurance because
the loans are limited to a $15,000 maximum on second trust deeds. It was indicated the Agency
loaned $2.2 million for the First Time Homebuyer Program, and ofthose 125 loans, only three
had to be written off, which is a 2% default of the total amount.
Councilman Alvarez requested clarification on staffs recommendation that the Agency would
not accept a short sale.
The Housing Manager explained the borrower did not want to negotiate with the Agency on any
type of a short sale and wanted the property to go into foreclosure. There were no proceeds
available to pay the Agency off; the money went to the first lender.
