Chapman Avenue, Orange, California. 4:30 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Murphy, Slater, Mayor Coontz, Spurgeon, Alvarez None 2. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of January 28, 1997 at Orange Civic Center, Main Library, the Police Facility at 1107 N. Batavia, the Eisenhower Park Bulletin Board and summarized on Time Warner Communications; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Request Agency confirmation of warrant registers dated January 10 and 14, 1997.ACTION: Approved. 2.3 ApproveRedevelopment Agency Minutes, Regular Meeting of January 14, 1997.Councilman Murphy abstained from this item due to his absence from the January 14, 1997 meeting.ACTION: Approved. G. 1. 1)FISCAL IMP ACT: The revenue loss is:Principal Interest TOTAL 16, 400.00 881. 85 17, 281.85 913- 000- 829000- 0000-23034 913-000-251504-0000-23034 Councilman Slater inquired whether it is the Agency' s practice to obtain mortgage insurance on second trust deeds or if ORANGE REDEVELOPMENT AGENCY MINUTES January 28, 1997 2. CONSENT CALENDAR (Continued) The Housing Manager explained the Agency does not obtain private mortgage insurance because the loans are limited to a $15,000 maximum on second trust deeds. It was indicated the Agency loaned $2.2 million for the First Time Homebuyer Program, and ofthose 125 loans, only three had to be written off, which is a 2% default of the total amount. Councilman Alvarez requested clarification on staffs recommendation that the Agency would not accept a short sale. The Housing Manager explained the borrower did not want to negotiate with the Agency on any type of a short sale and wanted the property to go into foreclosure. There were no proceeds available to pay the Agency off; the money went to the first lender. MOTION SECOND AYES Spurgeon Slater Murphy, Slater, Mayor Coontz, Spurgeon, Alvarez Moved to approve. (RA2100.0 AGR-2743)FISCAL IMP ACT: None - The total contract cost is being paid by the developer pursuant to the terms of the Affordable Housing Agreement with the Agency.In response to Councilman Alvarez, the Housing Manager confirmed that Pacific Relocation Consultants is the same consultant service that has been used through the entire relocation process.MOTION SECOND AYES Murphy Slater Murphy, Slater, Mayor Coontz, Spurgeon, Alvarez Moved to authorize the Executive Director to execute on behalf ofthe Agency.MOTION SECOND AYES Mayor Coontz Spurgeon Murphy, Slater, Mayor Coontz, Spurgeon, Alvarez Councilman Murphy abstained on Item No. 2.3.
