A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO ARTHUR ROMO OF THE POLICE
DEPARTMENT AND COMMENDING HIM FOR
THIRTY TWO YEARS OF LOYAL AND
DEDICATED SERVICE
WHEREAS, Arthur (Art) Romo began his career with the City of Orange on
September 26, 1972, graduating from the Los Angeles Police Academy, where he was
selected Class President by his classmates; and
WHEREAS, Art held assignments as a Patrol Officer, Field Training Officer,
Master Patrolman and Detective, and was a member of the SWAT and Hostage
Negotiation Teams; and
WHEREAS, in January of 1973, while off duty, Art pulled a drowning victim
from an apartment complex pool and administered CPR, saving the man's life; and
WHEREAS, Art was voted "Police Officer of the Year" by his peers for the year
1981; and
WHEREAS, in the year 1983 while working alone and without resorting to
deadly force, Art disarmed and arrested a felony suspect who had just committed a drive-
by shooting, thereby receiving the "Award of Courage"; and
WHEREAS, Art was promoted to Sergeant in 1983, completing assignments in
Patrol, Traffic and Legal Affairs, and coordinated many special events, including several
annual International Street Fairs; and
WHEREAS, Art was promoted to Lieutenant in 1990, completing assignments in
Patrol, Traffic, Legal Affairs and as Press Information Officer; and
WHEREAS, while serving as Commander of the Special Weapons
Team/Hostage Negotiation Team, Art supervised many high-risk incidents,
including armed and barricaded suspects, as well as VIP protection for Vice President Dan
Quayle,First Lady Barbara Bush and General Norman Schwarzkopf, and supervised the
Orange Police response to the Los Angeles Riots of 1992;
and WHEREAS, Art, as B.L.T., coordinated with the Mills Corporation the
planning,logistics and subsequent opening of the Police Department Substation at the Block
of Orange;
and WHEREAS, Art was promoted to Captain in 2000, with assignments
in Administration, Patrol and Detectives;
WHEREAS, professionalism, dedication and commitment to the community
have been the hallmark of Art's career as a member of the Police Department; and
WHEREAS, Captain Art Romo has announced his decision to retire from the
City of Orange effective July 23, 2004.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange expresses sincere appreciation and congratulations to Arthur Romo for his 32
years of loyal and dedicated service to the City of Orange, and wishes Art and his wife
Terry, a happy and fulfilling retirement.
