A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE ESTABLISHING A LETTER OF
UNDERSTANDING BETWEEN THE CITY OF
ORANGE AND THE CITY OF ORANGE POLICE
MANAGEMENT ASSOCIATION EFFECTIVE
MARCH 1, 2004 THROUGH FEBRUARY 28, 2005.
WHEREAS, the City of Orange, hereinafter referred to as City, and the City of
Orange Management Police Association, hereinafter referred to as COP A Management have
met and conferred in accordance with the requirements of the Meyers-Milias-Brown
Act; and WHEREAS, City and COP A Management have reached agreement
on wages,salaries, and other terms and conditions of employment effective March I,
2004 through February 28,
2005; and WHEREAS, the parties have decided to memorialize their agreement in the form
of a Letter of
Understanding; and WHEREAS, the City Council has consulted with the City Manager
and Personnel Director concerning the proposed employment terms contained in the attached
Letter
of Understanding;NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Orange that the attached Letter of Understanding is approved and incorporated
by reference as

A LETTER OF UNDERSTANDING
BETWEEN THE CITY OF ORANGE AND
THE CITY OF ORANGE POLICE MANAGEMENT ASSOCIATION
EFFECTIVE MARCH 1, 2004 THROUGH FEBRUARY 28, 2005
This Letter of Understanding (LOU) is entered into by and between the City of Orange (the
City) and the City of Orange Police Management Association (COPA Management), In
February 2004, the City and COPA Management met and engaged in the Meet and Confer
process to establish its next new contract. These discussions resulted in this LOU between
the City and COPA Management who have agreed to the following:
Term of Al!:reement:
March 1,2004 through February 28, 2005
Contract Provisions:
All contract provisions in effect as of February 29,2004 that are contained in Resolution No,
9386 - A Resolution Of The City Council Of The City Of Orange Approving The Memorandum
Of Understanding Between The City Of Orange And The Orange Police Management
Association Concerning Wages, Hours And Other Terms And Conditions Of Employment
Effective March 1,2001 hrough February 29,2004, And Repealing Resolution No,
8899 And Amendments Thereto for Said Employee - shall remain in full force and effect for the
duration ofthis Letter of Understanding.As part
of this LOU, sworn employees shall not pay more than the existing 3,1 % PERS Retirement cost-
sharing agreement. In addition, non-sworn (civilian) employees shall
continue to honor their PERS Retirement cost-sharing agreement, commencing with
a payroll deduction not to exceed 2,64% of salary effective June 27, 2004 to help pay
for their retirement
benefits,Ratification and
Execution:The City and COP A Management acknowledge that this Letter of Understanding
shall not be in full force and effect until ratified by COPA Management and adopted by
the City Council of the City of Orange. Subject to the foregoing, this Letter
of Understanding is hereby executed by the authorized representatives of the City
and COP A Management and entered into on this 21st day of June,
2004,
