A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE EXPRESSING
APPRECIATION TO SERGEANT JAMES W.
PYNE OF THE ORANGE POLICE
DEPARTMENT FOR HIS THIRTY-
THREE YEARS OF LOYAL AND DEDICATED
SERVICE TO THE CITY OF
ORANGE.WHEREAS, James W. Pyne began his career with the City of Orange on
March 10,1971, as a part-time Reserve Police Officer and became a full-time
Police Officer on July 8, 1971, graduating from the Los Angeles Police Academy on
November
26, 1971;and WHEREAS, Jim held assignments as a Patrol Officer,
Crime Scene Investigator,Community Services Officer, Juvenile Officer, Motor Officer,
Vice Detective, Accident Investigator and Master
Police Officer; and WHEREAS, on two separate occasions, Jim provided CPR to
citizens of Orange who had gone into cardiac arrest, saving both lives, one of whom was an
eight week
old baby; and WHEREAS, as a Detective and Investigator, Jim
coordinated marlY major complex criminal investigations, including several which
involved multiple law
enforcement jurisdictions; and WHEREAS, as a Juvenile Officer, Jim was one of the first officers
in the County to be officially assigned a local high school, where he taught classes
on Law Enforcement and served as a Police Department resource to the
school administrator; and WHEREAS, Jim was promoted to Sergeant in July, 1990, with
assignments as a Patrol Sergeant, Communications Supervisor, Field Training
Sergeant and Patrol Division Administrative Sergeant, and graduated from the
California Peace Officer Standards and Training Supervisory
Leadership Institute; and WHEREAS, Jim represented the Police Department and the City
of Orange on the Orange County Human Relations Commission, as coordinator
of the Law Enforcement ROP program with the Orange Unified School District, as a
facilitator of the Community Policing Transition Team, and the Orange
County Reserve Coordinator Association, and was chosen as the Police Department's Supervisor of the
Year
WHEREAS, professionalism, dedication and commitment to the community
have been the hallmark of Jim's career as a member of the Police DepaJ1ment, Sergeant
James Pyne has armounced his decision to retire from the City of Orange effective June
12,2004.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby
expresses sincere appreciation and congratulations to James W. Pyne for his 33 years of
loyal and dedicated service to the City of Orange, and wishes Jim and his wife, Lindy, a
happy and fulfilling retirement.
