A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO WILLIAM E. MERTZ OF THE PUBLIC WORKS
DEPARTMENT AND COMMENDING HIM FOR 36
YEARS OF LOYAL AND DEDICATED SERVICE.
WHEREAS, William E. Mertz began his employment with the City of Orange as a
Laborer with the Water Department on May I, 1968, and in five short months Bill was
promoted to Maintenance Man I and given a salary increase to $2.97 per hour; and
WHEREAS, subsequent outstanding performance resulted in other promotions to
Water Serviceman, Water Service Worker I, Water Service Worker II, Water Service Lead
Worker, and, on December 15, 1991, Bill was promoted to Field Maintenance Supervisor of the
Customer Service Crew; and
WHEREAS, throughout his career Bill has worked almost exclusively on the
Customer Service Crew performing and supervising activities that directly respond to the
needs of our 35,000 customers, providing the City's customers with excellent service and, in
doing so, represented the highest level of customer service standards of the water utility
industry; and
WHEREAS, Bill has skillfully dealt with thousands of customers, resolving
questions about water bills, repairing leaks at meters, replacing meter boxes, and providing
guidance and information to customers on how best to repair plumbing problems and other
issues related to water service; and
WHEREAS, Bill's talent and ability in many areas has provided help and assistance
with a variety of special projects such as his work to design and equip the Water Division's
fitness center; and
WHEREAS, Bill has announced his decision to retire from the City of Orange as of
July 6, 2004.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Orange hereby expresses sincere appreciation and congratulations to WilliaJll E. Mertz for his
36 years of loyal and dedicated service to the City of Orange and the customers of the City of
Orange Water Department.
