A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ORANGE ADOPTING THE CITY OF ORANGE
EMERGENCY OPERATIONS PLAN AND APPROVING
SUBMITTAL OF THE ORANGE EMERGENCY
OPERATIONS PLAN TO THE STATE OF CALIFORNIA
OFFICE OF EMERGENCY SERVICES BY JANUARY 30,
2004.
WHEREAS, the City of Orange Emergency Operations Plan meets all State of California
Office of Emergency Services (OES) guidelines and checklists for emergency plans. (Letter from
State OES is attached.); and
WHEREAS, the City of Orange Emergency Operations Plan details how the City of
Orange will manage and respond to major emergency incidents; and
WHEREAS, the City of Orange Emergency Operations Plan designates distinct
responsibilities to the organization which will be followed during a disaster; and
WHEREAS, the City of Orange Emergency Operations Plan describes the method of
requesting mutual aid resources from the County, State" and Federal Governments when needed;
and
WHEREAS, the City of Orange Emergency Operations Plan satisfies the eligibility
requirements for state and federal grant funding of emergency services functions.;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange
hereby approves the City of Orange Emergency Operations Plan as required by the State of
California Office of Emergency Services by January 30, 2004. and will operate in accordance
with this plan from this day forth during any or all-major emergency
incidents.ADOPTED this 27th day of January

have reviewed the attached staff report and concur with its findings and recommendations. Accordingly,
J have determined that the City of Orange's EOP is acceptable in accordance with the requirements of
the Emergency Services Act and the Standardized Emergency Management System (SEMS).
This acceptance is contingent upon receiving the following by COB Monday, February 2,
2004:Letter of Approval: A dated letter of promulgation or resolution from your governing
board.Plan Concurrence: Evidence that the assigned emergency agencies are in agreement with how
the plan describes their tasks. This may be in the form or a letter of concurrence or a sign-
off sheet.Updnted cbecklist: Updated checklist-reflecting location of
each critical element.Emelrgency Operations Plan: A hard copy of completed plan with
