Chapman Avenue, Orange, California. 4:30 P.M. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of November 28, 1995 at Orange Civic Center, Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Request Council confirmation of warrant registers dated November 14 and 17, 1995.ACTION: Approved.2.3 Request authorization to approvea First Time Homebuyer Loan and authorize the Finance Department to prepare a warrant in the amount of$18,700.00. Detail number 23129 has been assigned to this loan.ACTION: Approved.2.5 Request authorization to approve a First Time Homebuyer Loan and authorize the Finance Department to prepare a warrant in the amount of$17,325.00. (RC2500. G.1.l)FISCAL IMPACT: Funds are available in Account No. 913-9804-465701-9104 (First Time Homebuyers Funds) for Case No. 445. Detail number 23128 has been assigned to this loan.ACTION: Approved.MOTION SECOND AYES Murphy Slater Murphy, Barrera, Coontz, Spurgeon, Slater All items on the Consent Calendar were approved as recommended.END OF CONSENT CALENDAR 3.REPORTS FROM DIRECTORS TAPE 1964 Off-agenda item:3.1 Director Slater made the following comments: 1) expressed concern relative to The Broadway closing at the Orange Mall and an additional 2% decrease in mall gross revenues; 2) asked if Economic Development had contacted Federated to see if the site could remain open; 3) asked if staff or mall owners knew about off-ramps at Meats; and 4) asked about the City's vision for the mall. He suggested that the Planning Commission review the mall in the same perspective as Katella Corridor.Agency discussion ensued regarding the following: the vision of the City and mall owners coinciding; the fact that Broadway had a veto in their lease relative to other anchors in the mall; that Harry Newman is in the process of negotiating for improvements to the mall and is aware of the off ramp proposal; the possibility of reviewing mall marketing studies; the opportunity for positive change at the mall; and that the City remain proactive.The City Manager confirmed that Mr. Newman is working on new marketing concepts and is concerned about Federated's decision regarding The Broadway. There is a 5- year operating lease remaining for The Broadway. The City is working with Municipal Resource Consultants to perform a sales tax analysis of stores along Tustin Avenue and the possible effects caused by the mall. A complete study of the Tustin Corridor will be done, including ORANGE REDEVELOPMENT AGENCY MiNUTES November 28, 1995 3. REPORTS FROM DIRECTORS (Continued) Barbara DeNiro, 1118 E. Adams, questioned ownership of rentals behind the mall. The City Manager reported that the property on Canal and Heim is owned by foreign investors who purchased in anticipation of future mall expansion. 4. LEGAL AFFAIRS - None 8.ORAL PRESENTATIONS TAPE 2662 Bob Bennyhoff, 10642 Morada Drive, has looked at the annual report and asked how much money was in the bank. He requested a comparison of the tax increment for 1992-93, 1993-94 and 1994-95.
