Chapman Avenue, Orange, California. 4:30 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Murphy, Barrera, Coontz, Spurgeon, Slater None 2. APPROVAL OF MINUTES Regular Meeting October 10, 1995.MOTION SECOND AYES Barrera Murphy Murphy, Barrera, Coontz, Spurgeon, Slater ACTION: Approved.3. CONSENT CALENDAR - Tape 1138 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of October 24, 1995 at Orange Civic Center, Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Request Agency confirmation of warrant registers dated October 6 and 10, 1995.ACTION: Approved.2.3 Request Agency to approveagreement with Kane, Ballmer & Berkman for legal services associated with the Mills Project and amendment of the Southwest Redevelopment Project Area Plan. (RA2100.0 AGR-2513) FISCAL IMP ACT: Compensation paid under this agreement will be paid from Redevelopment funds and services will be provided as requested by the Agency.ACTION: Authorized the Chairman and Agency Clerk to execute on behalf of the Orange Redevelopment Agency.PAGE 1 ORANGE REDEVELOPMENT AGENCY MINUTES October 24, 1995 4. CONSENT CALENDAR (Continued) 2.4 Approve in concept a maximum of$100,000 in Redevelopment Agency assistance to K & D Investments to offset fees associated with development of property at 1432 North Main Street. R3500.0.7) FISCAL IMPACT: No impact at this time. Appropriation request will be brought to Agency Board with Agreement. ACTION: Approved. 2.5 Consideration of proposed financial assistance to the Orange Housing Development Corporation for the construction ofa senior four-plex at 500 North Orange Street. (RC2500.G. l)FISCAL IMPACT: This recommendation does not require that an appropriation be approved at this time. There is sufficient Housing Set-Aside funding available to provide the $263, 850 in assistance requested by OHDC. Approval of the final appropriation amount will be requested at the time the Affordable Housing Agreement is presented for consideration.ACTION: 1. Considered a request for financial assistance from the Orange Housing Development Corporation (OHDC) for the construction ofa senior four-plex at 500 North Orange Street, and 2. Authorized staff to negotiate the terms of the financial assistance and finalize an Affordable Housing Agreement between the Agency and OHDC.
