Chapman Ayenue, Orange, California, 4:30 P,M, SESSION 1. ROLLCALL PRESENT ABSENT Murphy, Barrera, Coontz, Spurgeon, Slater None 1.1 APPROVALOFMINUTES-None 2. CONSENT CALENDAR 2, 1 Declaration of the Assistant Clerk of the Orange Redeyelopment Agency, Cassandra 1. Cathcart,declaring posting of Orange Redeyelopment Agency Agenda of an adjourned regular meeting of July 18, 1995 at Orange Civic Center, Main Library, the Police Facility at 1107 N. Batayia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting, ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.MOTION SECOND AYES Murphy Spurgeon Murphy, Barrera, Coontz, Spurgeon, Slater Item 2.1 was approyed as recommended,END OF CONSENT CALENDAR 3. REPORTS FROM DIRECTORS - None 4. REPORTS FROM BOARDS, COMMITTEES AND COMMISSIONS - None 5. ADMINISTRATIVE REPORTS 5. I Discussion regarding Redevelopment finances. The Executiye Director reported on the project list and funding sources which were presented in a worksheet form. The three project areas, Tustin Street, Southwest and Northwest, as well as Housing included identified projects that haye been approyed, The funding was projected for three years. ADMINISTRATIVE REPORTS (Continued) The Reyenue Manager explained the cash balance, estimated project area receipts, and estimated total cash ayailable on the worksheets as it related to the project areas, The Economic Deyelopment Director reyiewed the project list and new projects, The project list will be presented to Council on July 25, 1995, A monthly status report on the progress of these projects and funds will be sent to Council. Chairman Coontz recognized Carole Walters. 534 N, Shaffer, who expressed her yiews regarding the TRW Agreement in the Southwest Project Area, and asked what plans were being discussed regarding the City Shopping Center? Mrs. Walters further asked if the Mobile Home Rental Assistance Program was still operating? Chairman Coontz indicated the Mills project located at The City Shopping Center is progressing, Chairman Coontz further responded the Mobile Home Rental Assistance Program began in 1987 with approximately 50 participants and is now down to 40, No one is being added to the program at this time, 6. RECESS MOTION SECOND AYES Mayor Coontz Barrera Murphy, Barrera, Coontz, Spurgeon, Slater The Redeyelopment Agency Board recessed at 5: 10 p,m. to a Closed Session to discuss the item listed below, Howeyer, the item was continued without discussion to the July 25, 1995 Redeyelopment meeting:Acquisition of real property pursuant to Goyernment Code Section 54956,8 Property: 370 North Glassell Street,Negotiating Parties: Economic Deyelopment Director and Orange Unified School District, and Property: Property generally located at Lemon and Cypress Streets at Maple, Parcel Nos.: 386-451-33,39-161-03,39- 161-17,39-161- 18,39-162-23.Negotiating Parties: Economic Deyelopment Director and Steyen MassmanIMorris Pynoos,Under negotiation: Price and terms ORANGE REDEVELOPMENT AGENCY MINUTES July 18, 1995 10.
