Chapman Avenue, Orange, California. 4:30 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Murphy, Barrera, Coontz, Spurgeon, Slater None 1. 1 APPROVAL OF MINUTES Regular Meeting March 14, 1995.MOTION SECOND AYES Murphy Barrera Murphy, Barrera, Coontz, Spurgeon, Slater ACTION: Approved.2. CONSENT CALENDAR 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of March 28, 1995 at Orange Civic Center, Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Authorize Chairman and Director of Finance to draw warrants on Agency's Fiscal Agent in payment of demands. ACTION: Approved.REMOVED AND HEARD SEPARATELY)2.3 Request authorization to approve First-Time Homebuyer Loan and authorize the Fiscal Agent to prepare a warrant in the amount of $22,500.00. (RC2500.G.l.l)FISCAL IMPACT: Funds are available in Account No. 913-9804-465701-9104 (First Time Homebuyers Funds) for Case # 429. Detail number 23120 has been assigned to this loan.Barbara DeNiro, 1118 E. Adams inquired why there was no address on any map? The Director of Community Development responded the property is located in a new tract between Meats and Loma along Via Escola.PAGE ORANGE REDEVELOPMENT AGENCY MINUTES March 28, 1995 2. CONSENT CALENDAR (Continued) Mrs. DeNiro asked questions about escrow details and the Director of Community Development gave the following explanations: As part of the First-Time Homebuyer Loan program the City loans an amount of $22,500 which is the maximum amount the program allows to an individual.This is the second trust deed the program would hold on the property. This is a single family residence. The low or moderate refers to the individual's income not the value of the structure.They have to qualify for the financing based on their income. The low or moderate income is based on the median income throughout the County of Orange. The second trust deed is for 15 years with an interest rate of 8%. The income standards are established by HUD and the City is audited every year. The loan is paid back over the 15 year period.Mrs. DeNiro asked for a current accounting of all First Time Homebuyer loans from Redevelopment available to the public? The City Manager indicated the files are available for revIew. (RC2500.G.1.l) FISCAL IMPACT: Funds are available in Account No. 913-9804-465701- 9104 (First Time Homebuyers Funds) for Case # 432. Detail number 23121 has been assigned to this loan.Barbara DeNiro questioned the escrow papers where it indicated the property address but said not verified by escrow holder."Director Slater explained this was a hold harmless statement on escrow papers. They do not personally go out to the property to verify that that is the actual address. The Title Company would verify the address.Mrs. DeNiro further asked what the new encumbrance, first and second trust deed meant?Director Slater explained there would be a new first trust deed for $93,000; the second trust deed is what's being carried by the City. This is a new buyer with new loans. If there is a previous encumbrance, it would be paid off. (RC2500.G.l. l)FISCAL IMPACT: Funds are available in Account No. 913-9804- 465701-9104 (First Time Homebuyers Funds) for Case # 435. Detail number 23119 has been assigned to this loan.ACTION: Approved. (See Item 2. 3 for vote count.)2.6 Request authorization to approve a Code Enforcement Grant and authorize the Fiscal Agent to prepare a warrant in the amount of $5,000.00. (C2500. G.1.3.2)FISCAL IMPACT: Funds are available in Account. No. 911-9802- 465802-9107 ( Code Enforcement Grant). Case # 581.ACTION: Approved.2.7 Request authorization to approve a Code Enforcement Grant and authorize the Fiscal Agent to prepare a warrant in the amountof $2, 680.00. (C2500.G.1.3.2)FISCAL IMPACT: Funds are available in Account. No. 911- 9802- 465802- 9107 ( Code Enforcement Grant). Case # 579.ACTION: Approved.MOTION SECOND AYES MurphySpurgeon Murphy, Barrera, Coontz, Spurgeon, Slater Items 2.3, 2.4 and 2.5 were removed and heard separately; all remaining items on the Consent Calendar were approved as recommended.END OF CONSENT CALENDAR 3.
