The City Council of the City of Orange, California convened on September 11, 1995 at 4:30 P.M.
in an Adjourned Special Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange,
California.

ANNOUNCEMENTS/ INTRODUCTIONS Mayor Coontz announced
Mr. Dixon, City Manager, passed away on September 10,1995. A memorial
service will be held at City Hall on September 14, 1995 at 3:00 p.m.with a reception
in the Weimer Room. The funeral will take place on September 16, 1995 at the LDS
Church, Anal1eim Sixth Ward, 5275 E. Nohl Ranch Rd., Anal1eim. The viewing is at
10:00 a.m. followed by the funeral at 11 :00 a.m. and burial at Fairhaven Cemetery in Santa

City Clerk, Cassandra J. Cathcart, declaring posting of City Council agenda of an adjourned special
meeting of September 11, 1995 at Orange Civic Center, Main Library, Police facility at
1107 North Batavia and the Eisenhower Park Bulletin Board; all of said locations being
in the City of Orange and freely accessible to members of the public at least 72 hours
before commencement of said adjourned special meeting.ACTION: Accepted Declaration of
Agenda Posting and authorized its retention as a public record in the

6.1 Discussion
regarding the Transportation System Improvement Program (TSIP) fees.The Traffic Engineer
gave an overview of the program and discussed the new document, "Policies and Procedures," intended
for public distribution. This document incorporates all aspects of the TSIP program.Staff
was directed
to provide Council with a comparison study of other cities as it relates to hospital areas, specifically
Newport Beach and Fullerton, as well as a study on the commercial/retail areas.
