RESOLUTION NO. 9998
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO GABRIEL PAUL GARCIA OF THE COMMUNITY
SERVICES DEPARTMENT FOR HIS FIFTEEN
YEARS OF LOYAL AND DEDICATED SERVICE.
WHEREAS, Gabriel Paul Garcia was first hired by the City of Orange as an
Administrative Analyst in the City Manager's Office, accepted another position elsewhere, then
was re-hired by the City of Orange on September 12, 1990, as an Administrative Analyst II in
the Community Services Department; he was promoted to Community Services Manager on
November 4, 1991; and
WHEREAS, Gabe Garcia has continued in this managerial position and created many
park projects within the City, including McPherson Sports Facility, Grijalva Park at Santiago
Creek, Veterans Memorial at Depot Park and Serrano Park; and helped develop the Master Plan
of Parks, Quimby & In-Fill Park Fees and Plaza Park Preservation Project; and enhanced and
enriched many other parks, such as Hart Park, Handy Park, Eisenhower Park and El Camino
Real Park; and
WHEREAS, Gabe has diligently and efficiently overseen the activities of the Park
Planning and Development Commission by keeping that body informed, educated and apprised
of all the park projects within the City and lead that Commission to the successful conclusion of
many major projects and developments; and
WHEREAS, he has earned the respect and admiration of many City residents, City staff
and organizations, including Chapman University, Orange Unified School District and Orange
Youth Organizations, with his ability to act upon his convictions and fairly evaluate situations
and projects for the betterment ofthe community; and
WHEREAS, Gabe, along with Director Gary Wann, were the first to envision the now
very successful 3fd of July Celebration, along with creating the inception of the Treelighting
Ceremony and forming a partnership with the Downtown Merchants Association for the Treats
in the Street Autumn Festival; and
WHEREAS, Gabe Garcia has affectionately been referred to as "Taz," short for "The
Tasmanian Devil" because of his outlandish and rowdy antics and often long stories about his
political allies and childhood fantasies of being an East L. A. resident; and
WHEREAS, the City of Orange, and especially the Community Services Department,
bid farewell to a longtime friend and colleague, and wish him all success in his new professional
endeavors.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Orange, expresses to Gabriel Paul Garcia of the Community Services Department its sincere
appreciation for 15 years of loyal and dedicated service to the City of Orange. On behalf of a
grateful community, the Orange City Council wishes Gabe, his wife Maria and their children
Paul and Cristina all happiness and prosperity as he leaves the City for another municipal
opportunity.
