A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE ESTABLISHING A LETTER OF
UNDERSTANDING BETWEEN THE CITY OF
ORANGE AND THE CITY OF ORANGE POLICE
ASSOCIATION EFFECTIVE JULY 1, 2005
THROUGH JUNE 30, 2008
WHEREAS, the City of Orange, hereinafter referred to as City, and the City of
Orange Police Association, hereinafter referred to as COPA have rnet and conferred in
accordance with the requirements ofthe Meyers-Mi1ias-Brown
Act; and WHEREAS, the City and COPA have reached agreement on wages,
salaries, and other terms and conditions of employment effective July 1, 2005 through June
30,
2008;and WHEREAS, the City and COP A agree to incorporate the provisions
contained in the attached Letter of Understanding into a new Memorandurn of Understanding
at some future date once both parties have an opportunity to review and concur on any
and all language changes to be included in a new Mernorandum of
Understanding; and WHEREAS, the City Council has consulted with the City
Manager and Personnel Director concerning the proposed employment terms contained in
the attached Letter
of Understanding;NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Orange that the attached Letter of Understanding is approved and
incorporated by reference as

A LETTER OF UNDERSTANDING
I BETWEEN THE CITY OF ORANGE AND
THE CITY OF ORANGE POLICE ASSOCIATION
EFFECTIVE JULY 1, 2005 THROUGH JUNE 30, 2008
This Letter of Understanding (LOU) is entered into by and between the City of Orange
the City) and the City of Orange Police Association (COPA).
In May 2005, the City and COPA rnet and engaged in the Meet and Confer process to
establish its next contract. These discussions resulted in this LOU between the City and
COPA, who have agreed to the following:

Salary Increases

4.5% Across-the-Board Raise effective 6/

effective 6/25/2006 Increase base salaries per classification to survey market median
with a minirnurn of 3.0% and maxirnurnof6.0% effective 6/24/07 based on
labor market salary survey.COPA and the City will conduct a salary survey by or before July 31, 2007
of the eleven (11)pre-selected cities to determine the maximum (top
step) salary for each benchmark classification covered by the COPA MOU. The survey
cities include Anaheim, Brea, Costa Mesa, Fountain Valley, Fullerton, Garden Grove,
Huntington Beach, Irvine, Newport Beach,Santa Ana, and Westminster, The contractual July 2007 salary
data from the survey agencies,as well as the City of Orange, will be utilized for
any necessary adjustments, however the City of Orange salary will not be included as part of the median
calculation. In the event any classification is below the median of the eleven (11) surveyed
cities, the City shall increase the entire salary range of that classification to a level at the survey
median, at a minimum of 3,0% to a maximum of 6,0%, in 0,5% increments, to bring the
salary to the survey median.The effective date for any applicable salary increases will
be June 24, 2007, All classifications shall receive a minimum of a 3.0% salary
increase, regardless of their
position
PERS Cost-
Sharing Ernp10yees continue to participate in PERS Cost-Sharing; City agrees to
cap contribution rate at 3.1 % for duration of contract for sworn employees, and 2.64%
for non-sworn,
Medical Insurance Contribution The City shall increase the medical insurance premiurn for all full
time
employees as follows:Effective July 1. 2005, the City shall establish a two-tier
insurance plan as follows:o Ernp10yees with Single Coverage remain
at $595 per rnonth o Employees with 2-Party or Family Coverage increase
from $
595 to $875 per month o Single Employees who waive coverage increase
from $
200 to $295 per month o Family Ernp10yees who waive coverage increase
frorn $
280 to $435 per month Effective July 1. 2006 - Increase insurances for each tier
by 5% as follows:o From $595 to $625 per
month for Single Coverage o From $875 to $919 per month for
2-Party or Family Coverage o From $295 to $310
per month for Single Waiver o Frorn $435 to $457
per rnonth for Family Waiver Effective July 1. 2007 - Increase insurances for each tier
by 5% as follows:o From $625 to $656 per
month for Single Coverage o From $919 to $965 per month for
2-Party or Family Coverage o From $310 to $325
per month for Single Waiver o From $457 to $480
per month
for Family Waiver Education Reimbursement Effective July I, 2006, the City agrees
to increase annual Educational Reimbursement benefit from $1,000 to $
1,250
per fiscal year Comora1 Compensation Effective July I, 2005, the City shall increase
the Corporal special assignment bonus compensation from 8.0% to 10.0% on top of base salary
and in exchange, Corporals shall no longer qualifY for $

Special Assignment Compensation

Effective July 1, 2005 increase pays as follows:
Crime Scene Investigator (CSI) from $125 to $150 per month
Field Training Officer (FTO) from $100 to $150 per month
Crisis Negotiation Team (CNT) & SWAT from $50 to $100 per month
Bilingual Bonus from $160 to $200 per month
Overtime
The City agrees to add language to pay premium (time and one-half) overtime for
all hours worked over 40 in a
workweek.Association Release
Bank Effective July I, 2005, the City agrees to allow up to a total of five (5) shifts with pay
for the Association Board (not 5 shifts per board member) for use in conducting
Association business, attending conferences, meetings, etc. Such time shall be granted with
the approval of the Police Chief and the City will require Board members to
submit documentation stating the reasons for usage of said release
time.Work
Schedule The parties agree to add the 5 day, 8 hour work schedule in the MOU for the
Court Liaison Officer position only. In addition, the parties agree to establish a committee
to explore other work schedules and the potential impacts on the Police
Department.Retiree Medical
Trust The City agrees to language changes proposed by
Association.Management
Proposals The City did not propose any management concessions, but did propose several
MOU language cleanup items that were agreed to by the
parties.New Memorandum of
Understanding I The City and COP A agree to incorporate the provisions contained in this Letter
of Understanding into a new Memorandum of Understanding once both parties have had
an opportunity to review and concur on any and all language changes included in the
new
MOU.
Ratification and Execution
The City and the Association acknowledge that this Letter of Understanding shall not be
in full force and effect until ratified by the Association and adopted by the City Council
of the City of Orange. Subject to the foregoing, this Letter of Understanding is hereby
executed by the authorized representative ofthe City and the Association and entered into
