A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO HARRY W. THOMAS OF THE PUBLIC WORKS
DEPARTMENT AND COMMENDING HIM FOR
MORE THAN 40 YEARS OF PUBLIC SERVICE
WHEREAS, Harry W. Thomas started his career in public service over 40 years
ago as a Junior Civil Engineer with the California Department of Water Resources; and
WHEREAS, Harry proved his technical engineering skills in stlte and local
engineering positions and became West Covina's Public Works Director/City Engineer in
1984 directing a full range of Public Works operations, capital projects, and
developments including roads, sewers, flood control, water and his favorite - landfills;and
WHEREAS,
as if that wasn't enough, while at West Covina, Harry was called upon
to sirnultaneously wear other managerial hats including Adrninistrative Services Director (
11 years), Interim City Manager and Acting Redevelopment Agency Executive Director (
9 months); and WHEREAS,
in 1994, the City of Orange welcomed Mr. Thomas to the City as its Public
Works DirectorlCity Engineer; and WHEREAS,
Harry immediately became a vital mernber of the Orange Management
Team, lending his superior technical knowledge and his organized rnanageria1
style, contributing to a vibrant and productive City; and WHEREAS,
Mr. Thomas values his profession and has actively represented the City
of Orange and Public Works through his participation in regional and statewide committees
such as OCTA, League of California Cities, CaITrans and City and County Engineers
Association; and I
WHEREAS,
in his rnany years of public service, Harry has kept his personal cornrnitment
to rneeting the mission and goals of local government and Public Works through
his supportive and communicative style with each and every employee; and WHEREAS,
Harry's irnpressive range of knowledge including codified ordinances,
military history, sports trivia and filrn noir have added interest and length to rnany
otherwise dull and tedious meetings; and WHEREAS,
without question, one would be challenged to find a single subordinate,
rnanager, or professional colleague that could/would have anything but positive
praise for Mr. Thomas' contributions to public service and Public Works.
NOW, THEREFORE, BE IT RESOLVED on the occasion of his retirement
from the City of Orange, the Mayor and Counci1members of the City of Orange wish to
recognize Mr. Harry W. Thornas for his 40 years of dedication to Public Works and
public service and wish hirn and his wife Susann a happy, healthy and fulfilling
retirement... .Old soldiers never die they just re-
