RESOLUTION NO. 9939
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION TO
DETECTIVE ROGER BELVILLE OF THE ORANGE
POLICE DEPARTMENT AND COMMENDING HIM
FOR MORE THAN NINETEEN YEARS OF LOYAL AND
DEDICATED SERVlCE
WHEREAS, Roger Belville joined the Orange Police Department in February 1985,
having served six years with the Claremont Police Department, and the prior six years with the
United States Marine Corps; and
WHEREAS, Roger graduated from the Golden West Police Academy in 1979, and he
later earned an Associates of Arts Degree from Santa Ana College; and
WHEREAS, Roger joined the Orange Police Department where he continued to
exemplify a sense of duty, persistence and devotion to those he served, Within eight months of
his employment with the Department, he was promoted to the Detective Division, where over the
course of the next 19 years, he served in narcotics, vice, auto theft, burglary, fraud, with the Drug
Enforcement Administration and State Department of Justice, Bureau of Narcotic Enforcement;
and
WHEREAS, while serving in this wide variety of investigative pOSItIOns, Roger
compiled an impressive accomplishment record, replete with commendations from his superiors,
Deputy District Attorneys, peers from other agencies, and members of the community. He was
recognized as a complete and thorough investigator, possessing great competence, persistence,
and the ability to perform very well under trying and stressful situations; and
WHEREAS, while assigned to narcotics, Roger developed major cases that lead to the
seizure of large quantities of illicit drugs, the locations of numerous clandestine laboratories,
assets derived from the sale of drugs and the arrest of many major narcotic violators. Because of
his investigative excellence, diligence, and a great amount of innate talent, Roger was selected as
the "Narcotic Officer of the Year," in 1996, by the Orange County Narcotic Officers'
Association, whose members also recognized one of his many major investigations as the
Narcotic Case ofthe Year;" and
WHEREAS, based on his special expertise in the field of clandestine laboratory
enforcement, Roger represented the Department as a member of the Orange County Clandestine
Laboratory Task Force, Throughout the county, he was sought out for his expertise and
recognized as a leader and a valuable resource in developing such investigations; and
WHEREAS, during his very successful tenure serving in the Vice Unit, the Orange
County District Attorney's Office recognized Roger as one of the few experts in identifying
behavior related to acts of prostitution within the chiropractic and massage communities; and
WHEREAS, Detective Roger Belville is highly regarded by his colleagues, has been a
true asset to the Department and made many significant contributions to the drug enforcement
community and to the City of Orange and its many citizens,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange
expresses to Detective Roger Belville of the Orange Police Department its sincere appreciation
for more than 19 years of loyal and dedicated service to the City of Orange. On behalf of a
grateful community, the Orange City Council wishes Roger and his wife Kathy, a happy, healthy
and fulfilling retirement.
