A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO LIEUTENANT JOHN HIGLEY OF THE POLICE
DEPARTMENT AND COMMENDING HIM FOR
MORE THAN TWENTY NINE YEARS OF LOYAL
AND DEDICATED SERVICE
WHEREAS, John Higley joined the Orange Police Department on March 10,
1975 after serving a short time as a Police Officer for the University of California.
WHEREAS, John was a graduate of the Orange County Sheriffs Academy in
June 1973 and later went on to earn a Bachelor of Arts in Social Ecology/Criminal
Justice, at UCI; a Masters Degree in Management, with Distinction, from National
University; and finally, a Doctoral Candidate, Public Administration, from the University
of LaVerne; and
WHEREAS, as a member of the Orange Police Department, John held positions
in Patrol, Traffic, Narcotics, Canines, Detectives and Administration, was a Field
Training Officer, Explorer Advisor, Reserve Advisor, Crime Scene Investigator and spent
six years on the S.W.A.T Team, effectively serving in all divisions of the Department;
and
WHEREAS, John was instrumental in the formation of the Department's K-
9 unit in November 1981 and became one of the first officers on the team. John also
served as Vice President of the Orange County Canine Handlers Association;
and WHEREAS, John also guided the technology committee for research on
CAD and RMS systems, which resulted in obtaining a one million dollar plus federal grant;
and WHEREAS, John promoted to Sergeant in November 1984 and transferred to
the Detective bureau in January 1988 where one of his assignments was in the Major
Crime Unit (Narcotics) - he became the victim of a "major crime" himself when his undercover
Corvette was stolen; and
WHEREAS,
John, always interested in the education of our youth, participated in the
Principal for a Day program at Esplanade and Jordan Elementary Schools, and became
the Police Department's liaison to the Orange Unified School District Board of Education.
NOW,
THEREFORE, BE IT RESOLVED that the City Council of the City of Orange
expresses to Lieutenant John Higley of the Orange Police Department its sincere appreciation
for more than 29 years of loyal and dedicated service to the City of Orange.On
behalf of a grateful community, the Orange City Council wishes John and his wife Cheryl,
a happy, healthy and fulfilling retirement.
