A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESING APPRECIATION
TO CHIEF VINCE BONACKER OF THE ORANGE
FIRE DEPARTMENT AND COMMENDING HIM
FOR MORE THAN EIGHT YEARS OF LOYAL AND
DEDICATED SERVICE.
WHEREAS, following five years in the Marine Corps Vince Bonacker began
working as a firefighter for the California Department of Forestry. He then joined the
Garden Grove Fire Department as a firefighter/paramedic, was promoted to fire captain
and held several chief officer assignments before becoming their Fire Chief; and
WHEREAS, on January 5, 1998 he became Fire Chief for the City of Orange
Fire Department where he led the department for over eight years before retiring on June
30,2006; and
WHEREAS, in June 2006, Vince also celebrated 32 years in the fire service; and
WHEREAS, serving as the Fire Chief in the City of Orange, Chief Bonacker
displayed visionary leadership skills on significant projects such as the Station 8 rebuild,
Station I design project, and Telestaff conversion. He initiated weekly staff meetings to
address department issues. He organized a management team approach to decision-
making and brought the labor and line personnel into policy review and program
development; and
WHEREAS, he developed a Post-Incident Analysis plan to continually
review emergency incident operations. Since the plan's inception, there have been no
major injuries or fatalities. During his tenure, he also completed a Fire Station Location
and Deployment Analysis to guide the department's vision for many years to come;
and WHEREAS, Vince advocated quality customer service. He would gladly
pitch in to answer phones and assist visitors when staff was busy. He was a strong
proponent of succession planning, and he identified and mentored individuals with the potential
to become the department's future leaders;
and WHEREAS, he has been very involved in all aspects of fire and EMS
service.He served as past president of the Orange County Fire Chiefs Association
and Paramedic Coordinator's Committee. He recently served on the Orange
County Emergency Medical Care Committee and is currently a member of the Chapman
Medical Center Board of Directors;
and WHEREAS, he has served the fire service and medical community in the
county with professionalism, leadership and commitment for 32
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange expresses sincere appreciation and congratulations to Vince Bonacker for over
eight years of loyal and dedicated service to the City of Orange Fire Department, and
wishes Vince and his wife Rose, a happy, healthy and fulfilling retirement.
