A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE ESTABLISHING A REWARD
FOR INFORMATION WHICH LEADS TO THE
APPREHENSION AND CONVICTION OF ANY
PERSON FOR GRAFFITI.
WHEREAS, Orange Municipal Code Section 8.37.110 authorizes the City Council to
establish a reward to any person who provides information which leads to the identity,
apprehension and conviction of, any person who willfully or maliciously paints, mars or
defaces any public or private structure located within the City; and
WHEREAS, in accordance with Section 8.37.110, in the event the damage is done to
public property and the person committing the graffiti is an unemancipated minor, then the
custodial parent of the minor shall be liable to reimburse the City for any reward paid; and
WHEREAS, graffiti is a public nuisance, attracts crime and results in needless expense
of taxpayer dollars in removal, prevention and law enforcement costs laws; and
WHEREAS, the City Council hereby finds and determines that it is in the best interest
of the public to offer such a reward.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Orange
as follows:
1. That the City shall pay a reward of $250 to any person who provides
information which leads to the identity, apprehension and conviction of, any person who
willfully or maliciously paints, mars, or defaces any public or private structure within the City.
No law enforcement officer, city officer, elected official or City of Orange employee shall be
eligible for this reward. Any person who is apprehended for engaging or conspiring to engage
in such conduct shall also not be eligible for the reward. A plea of nolo contendere or plea to
any lesser offense shall be considered a conviction for purposes ofthis Resolution.
