Dear Monique Schwartz:
Please forward the following comments to the appropriate person(s) in the City of Orange Planning Division.
Our family owns the four unit apartment building at 350 N. Oak Street, directly behind the proposed Orange
Express Car Wash project at 387 N. Tustin Street. We are strongly opposed to granting a permit to operate
without some major modifications. When the former car wash was operating,the roar of the machines,
particularly the vacuums and the shouting of the employees was unacceptable and a noise nuisance for our
tenants. The concrete block wall separating the apartments from the car wash are less than six feet tall. While
we respect a business owner's right to work with the city to reopen the car wash, we request that major noise
mitigation be required as part of the permitting process. We have noticed, for example, that other Orange
County jurisdictions have required raising the wall separating business operations from the residences next
door.Tall landscape hedges are another mitigation that can be found with such projects.
We will be out of town when the public meeting is held and request that these comments be printed and given to
the commission for their review.
