A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO CAPTAIN JIM ANDERSON OF THE POLICE
DEPARTMENT FOR 24 YEARS OF LOYAL AND
DEDICATED SERVICE TO THE CITY OF
ORANGE.
WHEREAS, Jim Anderson began his career with the Orange Police Department on
December 26, 1983. Prior to that, Jim served as a Ventura County Sheriffs Deputy and a Placentia
Police Officer. Jim has now accepted the position of Police Chief for the Placentia Police
Department; and
WHEREAS, Jim was a highly successful Narcotics Detective for four years. His detail-
oriented investigations earned him the respect and admiration of his peers; and he quickly earned
the reputation as a skilled investigator throughout Orange County and served on the Board for the
Orange County Narcotics Officers Association; and
WHEREAS, Jim was promoted to Sergeant on November 5, 1989. His assignments
included Patrol, Vice, Narcotics, Communications, Administration, and Legal Affairs. During his
tenure as the Narcotics Supervisor, he directed significant investigations, one of which led to the
seizure of over one ton of cocaine and considerable assets; and
WHEREAS, Jim was promoted to Lieutenant on April 12, 1998. Jim worked as a Patrol
Watch Commander and the Administrative Division Lieutenant, overseeing the implementation of
the CAD RMS migration and the purchase of the Mobile Command Post vehicle; and
WHEREAS, Jim was promoted to Captain on December 3, 2000. He worked as the
Commander of all three divisions in the Police Department; and has earned the respect and
admiration of members of the department and is known as a character-driven leader;
and WHEREAS, Jim has been an adjunct instructor at the Golden West College
Criminal Justice Training Center since 1992 and continues to teach at the police academy as well as
the Civilian Supervisors Course. Jim is also an instructor for the Josephson Institute of Ethics where
he teaches throughout the State. In conjunction with the Josephson Institute, he oversaw
the implementation of the Character Counts program in elementary schools in the City of Orange;
and WHEREAS, Jim has dedicated himself to a life of fitness and health, and has raised
money for the Leukemia and Lymphoma Society and Ronald McDonald House through
running marathons;
and WHEREAS, Jim serves as a leader and teacher at his church, is an active Rotarian and is
a two-time recipient of the Paul Harris
Fellow; and WHEREAS, Jim's proudest accomplishments are his marriage of nearly 25 years
to his wife Patti, and the character of his two daughters, Kelli
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Orange hereby
extends sincere gratitude to Jim Anderson for his leadership and service to the citizens of the
Orange community, and best wishes for continued success as the Chief of Police for the City of
Placentia.
