A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE COMMENDING MIKE
SPURGEON FOR HIS MANY YEARS OF PUBLIC
SERVICE BOTH AT THE CITY OF ORANGE AND
THE COUNTY OF ORANGE.
WHEREAS, Mike Spurgeon is a fourth generation resident of the City of Orange,
former Councilman and Mayor Pro Tern, and he remains its most ardent spokesperson; and
WHEREAS, He served on the Orange Centennial Committee when Orange turned 100
in 1988, and has always championed the needs of the Orange Senior Center. He was one of the first
on the Orange City Council to recognize the importance of historic preservation in Orange and
supported this cause by boldly appointing a preservationist to the Orange Planning Commission in
1992; and
WHEREAS, Mike graduated from San Diego State University with a degree in
Business/Economics and then attended the Wharton School where he received a management
certificate in Finance and Accounting; and
WHEREAS, He served as a Captain in the United States Army from 1964 to 1968,
moving back home to Orange and a bright future with Pan American World Airways as the Director
of Flight Operations for Los Angeles International Airport; while LAX survived his tenure there, Pan
American did not, and in 1983 he became a managing consultant for a full service human resources
firm, Total Employee Relations Service; and
WHEREAS, During his tenure on the City Council from 1990-2000, Mike
tackled some very important issues with his colleagues, and when he opposed to a particular issue, he
was known to say, "that dog won't hunt!" As an advocate for public safety in Orange, he carried a
radio to be aware of police and fire activity as it happened;
and WHEREAS, In 1994, he accepted the call from good friend Supervisor Bill Steiner
to assume the duties Chief of Staff for the 4'
h Supervisorial District, a position he held for five years
in spite of the bankruptcy and the company he kept. In 1999 he became the Deputy Agency
Director for Regulatory Health, managing the Environmental Health Division and Animal Care Services
and serving as the Health Care Agency's resident statesman;
and WHEREAS, He takes great pleasure in horseback riding on the trails in the
Orange hills, visiting train stations with other railroad enthusiasts, Saturday lunches at Watsons', and
now perfecting his retirement hangout, complete with flat screen TV, big easy chair, and boxes
of
mementoes.NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of
the City of Orange that they congratulate their friend Mike Spurgeon on his retirement, and extend
to Mike and Susie, his wife, their heartiest best wishes for every endeavor in the days to
ADOPTED this 14th day of August, 2007.
