1. OPENING:
1.1 CALL TO ORDER:
Chair Skorpanich called the meeting to order at 5:35 p.m.
1.2 FLAG SALUTE:
Committee Member Imboden led the flag salute.
1.3 ROLL CALL:
PRESENT: Committee Members McDermott, McCormack, Skorpanich, Fox and
Imboden.
1.4 PUBLIC PARTICIPATION:
Opportunity for members of the public to address the Design Review Committee (DRC)
on matters not listed on the Agenda.
There were no public comments received.
2. CONSENT CALENDAR:
2.1 APPROVAL OF MINUTES: June 17, 2020
A motion was made to approve the June 17, 2020 minutes as emended to staff.

3.1 DESIGN REVIEW NO. 5010-20 – NIXON RESIDENCE
A proposal to construct a 306 square foot addition to a single-family residence, open
the enclosed atrium in the residence, demolish a detached two -car garage, and
construct a 810 square foot two-car garage and pool room.

DRC Action: Final Determination
Committee Member Imboden recused himself from this item because his firm is affiliated
with this project and left the meeting
Marissa Moshier, Historic Preservation Planner, provided an overview of the project
consistent with the staff report.
James and Bethany Nixon, homeowners, spoke on behalf of the project.
The Committee had questions and comments on the following:
The detached garage is unusual and not typical of other Eichler homes.
A Committee Member asked about restoring the driveway and garage to its original
configuration.
Importance of the structural support and aesthetics of the cantilevered beam that is
proposed to be replaced. The Committee would like to have a structural engineer
evaluate it and return to the DRC for review if it needs replacement at a larger size.
Compatibility of the addition and new detached garage.
Replacement of windows and framing; the Committee would like to condition that the
dual pane system windows on the front façade should have wood stops to match the
original windows. It was clarified that a note on the window schedule in the plans
states that the windows would have wood stops
Landscape in the front, when developed, should be balanced with the hardscape; the
Committee suggested avoiding a desert landscape that employs too many hard
surfaces.
Some Committee members agreed with removing trees in order to allow installation
of a pool.
A motion was made to recommend approval to the Planning Commission, Design
Review No. 5010-20 - Nixon Residence, based on the findings and conditions in the staff
report with the additional conditions as follows:
The direction of the arrows on page 7 where the 'existing versus additions' arrows are
shown on the lower corner of the drawing shall be corrected.

If the beam replacement results in the need for a larger beam, the revision will return
to the DRC for review; or, the applicant may change the plan to allow for a beam that
matches the size that is being replaced, which could include adding a post in the
original location between the living and kitchen area.
