A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO LEILA AHLO HOOPII FOR NINETEEN AND
ONE-HALF YEARS OF DEDICATED
AND OUTSTANDING SERVICE TO THE CITIZENS
OF
ORANGE.WHEREAS, Leila Ahlo Hoopii began her employment at the City of Orange as
a Senior Finance Clerk in Accounts Receivable and Paramedic Billing on May 1, 1989,
under the direction of Ted Schoettger, Finance Director, in the Finance Department's
previous location in the Administration Building, now the City Clerk area. Leila can well
remember the "drive-through" window of those days, and has worked under a total of
four Finance Directors-of which she has many a crazy story
about them; and WHEREAS, her accuracy, dependability, organization, as well
as her superior written and oral communication skills were appreciated and rewarded as she took
on any new assignment given her. Over the years she was promoted to
Accountant I, Administrative Analyst II, Financial Analyst, Sr. Administrative Analyst, and in June of
2007 to Principal
Financial Analyst; and WHEREAS, Leila is affectionately known as the City's "Budget
Guru," because of her exceptional knowledge of budget preparation, a process that she
coordinates. She has invested an incredible amount of her own time during budget season to
insure that deadlines are met. In addition, she is very empathetic with other departments,
spending large amounts of time explaining information
to them; and WHEREAS, some of Leila's many attributes are her
problem-solving ability, her knowledge of municipal budgeting, and her perseverance to insure
that the City receives every grant dollar to which it is entitled. Her skill, hard work, and sharp
attention to detail as budget coordinator have earned the coveted CSMFO and GFOA budget
awards for the City of
Orange every year; and WHEREAS, her professionalism and calm manner will be
sorely missed by her many friends and colleagues, as she has been a tremendous asset to Finance as
well as to the City. Until the City is able to obtain someone to fill her
shoes-a difficult task indeed-she has agreed to work on a part-time
basis to assist in the transition; and WHEREAS, Leila is retiring as of December 31,
2008, to spend more time with her family-in particular, her
grandchildren. She undoubtedly will use her Hawaiian culinary skills to prepare many a feast, and take time to
visit her roots, family and friends in Hawaii.She still remembers that momentous day
in August of 1959 when Hawaii was granted Statehood. It has been agreed upon that she
and her pleasant personality will be
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Orange
hereby extends our deep gratitude to Leila Ahlo Hoopii for her almost twenty years of
dedicated service to the City of Orange.
