A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE EXPRESSING
APPRECIATION TO SERGEANT MIKE STREED
OF THE ORANGE POLICE DEPARTMENT AND
COMMENDING HIM FOR 28 YEARS OF
DEDICATED SERVICE.
WHEREAS, Mike Streed was hired on March 9, 1980 as a lateral police officer from
the Santa Barbara Sheriff s Department; and
WHEREAS, Sergeant Streed is a second generation Orange Police Officer. His
father, Wayne Streed, retired as the Chief from the Orange Police Department in 1990.
Combined, the two accounted for 45 years of combined service to the City of Orange - from 1963
to 2008; and WHEREAS,
in 1983, Mike was part of a National Working Group of Forensic Artists
responsible for planning and executing the training curriculum for the current 3-weck
F.B.I. course in forensic art at their academy in Quantico, Virginia; and
WHEREAS, in 1997, Mike was called upon to complete a composite sketch in the
high-profile, abduction and murder of 10-year old Anthony Martinez from
Beaumont, CA.The case was cold for eight years until the suspect was arrested for the murder of a
family in Idaho and the kidnap-murder of two other children. His
sketch corroborated suspect statements and helped investigators maintain focus on
the case; and WHEREAS, Mike was promoted to the rank of Corporal on June 2,
2002; and in 2002, Mike was again called upon to complete a composite sketch
in the high-profile abduction and murder of 5-year old Samantha Runnion from
Stanton, CA. His sketch was responsible for the identification of the suspect and aided in his quick
arrest. As a result of his involvement in the case, Orange County Sheriffs investigator'
s nominated him for their Department'
s Medal of Valor; and WHEREAS, Mike has received several awards
during his career, including the Orange Police Department Award of Merit, a
United States Congressional Certificate, the American Legion and the
Orange County Sheriffs Academy; and WHEREAS, Mike was invited to be the keynote
speaker at the Orange County Sheriffs Department Academy Graduation, an honor
normally bestowed upon officers
of much higher rank; and WHEREAS, on May 9, 2004 Mike was promoted to the
rank of Sergeant until his retirement
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Orange
hereby extends sincere gratitude to Sergeant Mike Streed for his service to the citizens of the
Orange community and wish him all the best and much happiness in the future.
