RES-10249 Loyal Service Appreciation for Thomas R GrosecloseRESOLUTION NO. 10249 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO THOMAS R. GROSECLOSE OF THE CITY OF ORANGE FIRE DEPARTMENT AND COMMENDING HIM FOR THIRTY YEARS OF LOYAL AND DEDICATED SERVICE. WHEREAS, Tom Groseclose joined the Orange Fire Department on January 23, 1978, after working as a federal firefighter at the Naval Weapons Station, Seal Beach, and WHEREAS, Tom worked as a firefighter until September 1979 when he became a Fire Inspector/Investigator. He held this position until April 1982 when he returned to Fire suppression. He was promoted to Fire Captain in March 1985. As a Captain, Tom worked in Fire Prevention as Deputy Fire Marshal, Suppression, Administration and Training. He was promoted to Battalion Chief September 11, 1997. As Battalion Chief Tom worked Suppression and for many years was Division Chief/Fire Marshal, and WHEREAS, Tom was always interested in training, he spearheaded the first hazardous materials first responder course for firefighters, which was adopted countywide. He developed the first rookie probation program and early in his career, as a rookie, he taught application of firefighter foam and elevator rescue to the department. Tom taught 55 fire academies, and WHEREAS, as Fire Marshal, Tom provided 24 hour/7 day a week service for the 700,000 sq. ft. Block of Orange Development. He was heavily involved with Chapman University's development including the Aquatics Center, Dance Studio, Film School, Center Street dorms and Leatherby Library to name a few, and WHEREAS, he considered the most fulfilling aspect of his job was helping people advance upward and outward through the organization. Tom was regarded as a leader of integrity by the people he has led. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that Thomas R. Groseclose be recognized and congratulated for his loyal and dedicated service to the citizens of Orange for thirty years and that the City Council wishes Tom and his wife Linda a long, happy and healthy retirement.
